BEIJING, May 19 (Xinhua) -- The 11th China-European Union (EU) summit, after being postponed from December in France due to well-known reasons, will be held on Wednesday in the Czech capital of Prague.     The resumption within half a year shows that China and the EU can endure all kinds of difficulties and tests, and shows the common desire of both sides to consolidate and develop the bilateral relationship, and indicates that the China-EU comprehensive strategic partnership is at a new historical threshold.     At the beginning of China's Lunar New Year, Chinese Premier Wen Jiabao made a "journey of confidence" to the EU headquarters and four European countries, which hugely promoted the two sides' confidence of cooperation.     During his visit, Wen agreed with European Commission President Jose Manuel Barroso that enhanced China-EU cooperation bears significance for the world and the China-EU summit would be held as soon as possible in 2009.     Besides, as the relationship between China and France gradually improved, conditions for the summit were ripe.     The upcoming summit will take place when the international situation is much different from earlier in the year. BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

The Tianjin Eco-City, construction of which started last year, unveiled a new chapter for bilateral cooperations in sustainable development and environmental protection fields. The bilateral trade and economy relations have entered a new stage with the China-Singapore Free Trade Agreement coming into effect this year," Liu said.     Liu noted that the all-round development of the China-Singapore relationship is conducive to the two peoples and promoting prosperity and stability in the region.     "Minister Mentor Lee Kuan Yew, who is a key founder of the China-Singapore relationship, has devoted enduring effort for the friendship between the two countries." BEIJING, June 22 (Xinhua) -- China's top legislature Monday began to review the first draft law on diplomatic personnel which intended to standardize management of diplomats in foreign countries and international organizations and improve their well-beings.     The draft, submitted by the Ministry of Foreign Affairs to the ninth session of the Standing Committee of the 11th National People's Congress (NPC) for a first reading, said the government should establish a floating mechanism to raise the diplomats' wages and other benefits.     China has about 5,000 diplomats serving in more than 250 embassies, consulates general and other overseas organizations who were sent by 32 domestic agencies of the central government.     The draft law will be the first of its kind written to regulate Chinese government agents working in the 171 countries that China so far has diplomatic ties with.     If a diplomat's spouse works for the government, a public institution, a state-run enterprise or is an active-duty military member and decides to move abroad with the diplomatic staffer, he or she could not be dismissed or face any charges from their employer, it said.     The draft only applies to overseas employees with diplomatic rank, not translators, messengers, chefs, drivers and other noncommissioned staff.     It also mandates that diplomats intending to marry must have their prospective spouses vetted, and that divorces must be promptly reported.     If a diplomatic spouse acquires a foreign nationality or permanent residence permit, the diplomat will be called back before the overseas tenure ends, the draft said.     Diplomats' domestic agencies would also have the power to decide if the spouse could accompany them abroad or whether those who remain in China would have government-paid visits to the diplomats.

BEIJING, July 3 (Xinhua) -- Chinese Premier Wen Jiabao on Friday called for continued vigilance against the global pandemic of the A/H1N1 influenza and urged positive and scientific measures to cope with it.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     He underscored the importance of preventing and controlling the disease in public places such as schools and hospitals and called for intensified efforts in treating patients with serious symptoms so as to reduce the likelihood of fatalities. So far, there have been no deaths from the flu in China.     Inspection and quarantine measures should be strengthened and reserves of flu-prevention and control materials must be secured, he said.     Flu medicine and vaccines should be made and stored as scheduled and the role of traditional Chinese medicine in treating the disease should not be neglected, he added.     He also asked local authorities to make prevention and control plans based on local conditions and formulate management measures on flu patients' medical expenses.     The Premier has also championed the importance of health education and public opinion guidance in fighting against the disease.
