SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) - A strong 7.1 magnitude earthquake shook Ridgecrest Friday night, a day after a 6.4 quake rattled the same area of Southern California.Friday's tremor happened at 8:19 p.m. and was centered 11 miles outside the high desert town. It was felt throughout southern California and as far east as Las Vegas. The quake was described as a rolling motion that seemed to last at least a half-minute.No deaths are reported as a result of the violent earthquake, according to Kern County Fire Department Chief David Witt. CAL OES said a number of injuries have been reported though.CAL OES officials added several structure fires, gas line breaks, water main breaks, and power outages were reported following the shake-up.Kern County Saturday press conference:Ridgecrest Saturday press conference:"Intel is still being gathered. Responding to calls for service and ordering additional resources. Kern County is activating the Emergency Operations Center. Please stay safe and call 911 in case of emergency. Please leave phone lines open whenever possible," the Kern County Fire Department tweeted.Also, San Bernardino County firefighters reported cracked buildings, gas leaks, and a minor injury.Sr-178 was significantly damaged, state transportation official said. Rockslides along the freeway prompted a full closure at San Bernardino to about 14 miles east of Kern County. The earthquake was immediately followed by multiple aftershocks, the largest of which measured a 4.7-magnitude."The M6.4 was a foreshock," USGS seismologist Lucy Jones tweeted, referring to Thursday's jolt. "This was a M7.1 on the same fault as has been producing the Searles Valley sequence. This is part of the same sequence."The Los Angeles Fire Department sent vehicles and helicopters around Los Angeles to identify any damages or emergency needs following the magnitude-7.1 earthquake, according to Brian Humphrey of the Los Angeles Fire Department."No reports of serious damage in @LACity related to the earthquake tonight," Mayor Eric Garcetti tweeted. An Urban Search and Rescue Task Force team is being sent to Kern County to help with the damage closer to the epicenter, Garcetti says.About 1,000 customers were without power due to a possible earthquake-related outage in the Encino/Valley Glen area, according to the Los Angeles Department of Water and Power. Outages have been reported in Kern, Inyo and San Bernardino counties, according to Southern California Edison.California Governor Gavin Newsom tweeted he has activated the Office of Emergency Services to its highest level in response to the powerful quake."In response to another large earthquake in Southern California tonight, I have activated the @Cal_OES state operation center to its highest level. The state is coordinating mutual aid to local first responders," Newsom tweeted.EXPECT ANOTHER STRONG ONE VERY SOONThere is a "high probability'' of a magnitude 5 or greater aftershock to Friday's 7.1 magnitude earthquake in Ridgecrest in the next week, according to USGS seismologist Lucy Jones. SAN DIEGO (KGTV) -- A woman died and her son was hospitalized after a shooting at a Linda Vista home early Monday morning.According to San Diego police, officers were called to the 2200 block of Crandall Drive at around 3:15 a.m. in response to a report of gunfire in a home.Officers arrived to find a male and female down with gunshot wounds to their upper bodies.The victims were taken to the hospital, but the woman -- identified by police as a 46-year-old Vietnamese female -- died from her injuries.The injured man -- described by police as a 28-year-old Vietnamese male -- is on life support, but police noted that he is not expected to survive his injuries.Police said they were not actively searching for a suspect, as they believe one of the victims was the shooter. 783

  

SAN DIEGO (KGTV) -- A San Diego organization is set to hold a job fair in City Heights Thursday, giving young adults an opportunity to find employment. The “CONNECT2Careers Spring Job Fair" will be held on March 29 from 2 p.m. to 4 p.m. at Fair @ 44 International Market on 4350 El Cajon Boulevard.The job fair is open to anyone ages 16 to 24. SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. He cautioned there were concerns that needed to be worked out, like where and how much room the wheel would take up, if the wheel would take income away from competing museums and the juxtaposition of historic versus modern aesthetics.Pickett said they are working on promotions with the museums as well as discounts for families and military members.David Cohn compared the Balboa Park Star to the London Eye, La Grande Roue in Paris, or the Belfast Eye in Ireland.Most visitors at Balboa Park who spoke with ABC 10News like the idea."I think it would be super super cool, I would totally ride it," Visitor Erin Medina from Reno said excitedly."At first I thought, huh, seems more like a carnival than beautiful historic Balboa Park, but as you mentioned the Ferris wheel came here in 1915, so it might be kind of cool to bring it back, especially during the pandemic," San Diegan Clare Siragusa said.The R-50 is a modern wheel with gondolas that can seat eight people. The cost is estimated - per rider and tickets would be sold online and at the attraction.The proposed location is in the Plaza de Panama, near the Museum of Art."Anything that's for the kids, anything that's kind of easy, accessible entertainment, I support," San Diegan Samantha Pearson said.Entertainment at 148 feet in the air, just 52 feet short of the California Tower.The next presentation will be for the Balboa Park Cultural Partnership Board October 28.
