SAN DIEGO (KGTV) - The San Diego man who claimed he punched a San Diego Police officer in self-defense was convicted on four counts Friday.Frederick Jefferson was arrested February 3 at Chicano Park in Barrio Logan. At the time, police were trying to disperse a crowd which had gathered as two groups debated the historical significance of the park. Scott Wahl said Jefferson started fighting first.Jefferson admitted to 10News that he hit the officer twice in the face.“I swung and hit him to put distance between us and then he swung again and I swung again because I could not let this dude grab me.”Police said Jefferson broke bones in the officer’s face.“It was a very serious injury. It could have been much worse,” said Lt. SAN DIEGO (KGTV) — The San Diego Sheriff's Department is making it easier for residents to receive — at times, indiscernible — messages issued by the department's helicopters.The free service will allow residents to receive a text of the message being issued by deputies by texting "Hello" to 858-866-4356 (HELO). Typically, the department uses its ASTREA helicopter loudspeakers to announce searches for missing persons or suspects, as well as during emergency situations like SWAT standoffs, disasters, shelter in place advisories, or crowd management.But, at times, though messages may be difficult to understand.The service is not automated, meaning users will have to send a text when they want to receive the message being issued in their area. And while the service is free from the department, standard text messaging rates may apply depending on phone plans.The department's text service only applies to SDSO patrol areas and is separate from the San Diego Police Department, which began issuing their helicopter alerts separately on the Nextdoor app and Twitter in 2015."If there is more than one active broadcast at any given time, you have the option to choose the message that impacts your location. SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) -- The Valley Fire has scorched more than 17,000 acres forcing families and animals out of their homes, but during all the chaos, the Children's Nature Retreat in Alpine was able to find safe homes for most of its 143 animals. It's been a tough last few days says Executive Director Agnes Barrelet, who spotted the fire and a hillside, the minute it sparked."You can't panic. You have to worry, but you have to remain cool. If you panic, your animals are going to sense it, and it's going to be worse," said Barrelet.In all, the nature retreat had to evacuate 118 of their animal which wasn't easy."We evacuated the most fragile animals first, and then the one's that may panic. I evacuated all the horses, then the mini horses mini donkeys," Barrelet says.A majority of the animals were taken by Good Samaritan's and given places to stay at various locations in East County."They were calling us and we were determining what space they had, and how much space. We also needed to know the height of the fences," Barrelet said. "That gave us an indication of who would take which animals where."It's been a tough year for the Children's Nature Retreat, as they were forced to close earlier this year due to COVID-19, and now the fires have temporarily shut them down."The fire of course forced us to close down again. If we are closed down, we have no revenues at all," Barrelet added. 1409

SAN DIEGO (KGTV) -- The San Diego Padres made another trade on Monday, this time acquiring relief pitcher Taylor Williams from the Seattle Mariners just before Major League Baseball’s trade deadline.MLB.com Padres beat writer AJ Cassavell confirmed the Friars picked up the 29-year-old Williams in exchange for a player to be named later.Williams has a 1-1 record on the season with a 5.93 ERA and six saves.Ironically, Williams was the losing pitcher in the Padres’ wild comeback win over the Mariners on Aug. 27. In that game, with Seattle up 7-3, Williams got two quick outs before giving up four runs to blow the save.
