SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. SAN DIEGO (KGTV) -- A fire that burned near SDSU Sunday afternoon, forcing the evacuation of a nearby apartment complex has been contained. According to the San Diego Fire-Rescue Department, the fire burned roughly two and a half acres. University Police evacuated the Villa Alvarado Apartments during the blaze. Evacuees were asked by the school to report to the Tula Community Center at 6126 Montezuma Road. As of 2:18 p.m. evacuations were still in place. San Diego Fire-Rescue Tweeted around 1 p.m. that the blaze was burning on the 5500 block of Canyon Crest near SDSU. SAN DIEGO (CNS) - This fall could bring dangerous wildfire conditions to San Diego and surrounding areas of the county, according to a report scheduled to be delivered Monday to the City Council's Public Safety and Livable Neighborhoods Committee.In his presentation, San Diego Fire-Rescue Department Chief Brian Fennessy notes that winter rains promoted more grass growth than usual throughout the city. "If the fires occurring in the north and central part of the state (are) any indicator of what is to come for San Diego, we could be in for an extremely active and potentially dangerous three months."Through Sept. 10, Cal Fire has responded to more than 5,100 fires throughout the state this year, which have scorched over 229,000 acres. SAN DIEGO (CNS) - U.S. Navy Secretary Richard Spencer and officials with the San Diego Association of Governments signed a formal agreement Thursday to potentially revamp the Naval Base Point Loma Old Town Complex, which local officials hope to use as a transit hub to connect public rail transit to the San Diego International Airport.SANDAG and local U.S. Navy officials signed a memorandum of understanding on the subject in July that did not require either party to take action on the 70-acre property but allowed both sides to discuss their vision for the complex's future.The agreement with Spencer and the Navy will supersede that document and start a path to San Diego's own "Grand Central Station" while working to modernize the complex for Navy uses as well.RELATED: SPAWAR area could be missing link to San Diego's airport transitIt outlines goals for this year and next year like finding funding for site planning, starting the environmental planning process, potentially drafting legislation and requesting congressional authorization if necessary."San Diego is a city of innovation and exploration that matches the work ethic of every sailor and Marine at sea," Spencer said.
