SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. SAN DIEGO (KGTV) - Concerns and questions remain about why the County of San Diego won't release the locations of restaurants or grocery stores where employees have tested positive for COVID-19. The big question is, does the public have a right to know about specific locations where workers have tested positive? 10News continued on Tuesday to try to get answers since County officials confirmed on Sunday that multiple local food handlers have tested positive. On Monday, Sprouts confirmed that two employees from its Carlsbad store tested positive.It comes after the County confirmed that an Escondido Albertson's employee tested positive after 10News independently confirmed it Saturday.The County also reported that four local restaurant workers tested positive, but wouldn't say where.During Monday's press conference, 10News asked the County, “Should the public have a right to know which restaurants may have workers who have tested positive?” Dr. Nick Yphantides eventually said in part, “As far as the naming of the restaurants and so forth, it is only appropriate and relevant if there is actionable data upon which we are looking for members of the public or individuals to follow up on.”In the same press conference, Dr. Eric McDonald clarified that in certain disease cases, the County does provide names and locations, adding, “It's because it's specifically for the public to do something. We did that in Hepatitis A. We specifically named a restaurant so that individuals who patronized that restaurant could get shots to prevent illness.”He stressed that with coronavirus, it's different, saying, “In the case of COVID-19, because of the widespread community transmission, the advice to the public in a specific named restaurant would be no different than what we're giving already to the general public which is to stay at home [and] to social distance.”The County sent 10News the following statement on Tuesday afternoon."The County does not share the names of specific restaurants or grocers who have employees who test positive, but does not prohibit or discourage the respective entities from reporting the information if they feel it is in the interest of public health. We don’t report the names because, unlike in cases of TB, there is no additional action the public needs to take. Restaurants have very clear guidelines and have been diligent about following those guidelines as well as CDC protocols. Consumers need to take the same precautions to protect themselves at every restaurant they choose to pick up from by social distancing, regularly washing their hands and self-isolating if they develop any symptoms. Each restaurant worker case reported to County DEH is investigated by public health and DEH. In every case, an evaluation is made to determine if the worker worked while symptomatic and if their duties involved food handling that might put the public who ate at the restaurant (or purchased food at a grocery store) at any greater risk than general community exposure. In all instances thus far, no greater risk has been identified. It is important to note the CDC has said that currently there is no evidence to support transmission of COVID-19 associated with food. SAN DIEGO (KGTV) - At least two former students of a coding bootcamp in downtown San Diego received refunds after a Team 10 story earlier this summer.Sean Calma and Lane, who declined to give his last name, were enrolled at Origin Code Academy. They both said they were promised one-on-one instruction, which they did not receive. Neither had previous coding experience, so they both asked many questions before enrolling."One time, [the instructor] didn't even know what he was looking at on my computer screen. A second time, he was like, I don’t know what that is. Third time, he asked to go ask another instructor," Lane told Team 10 back in June.CEO Jeff Winkler said coding is difficult, but would be willing to talk to the students about getting their money back. During a previous Team 10 interview, he pointed to many satisfied students and dozens of graduates, including one who recently got a job at Facebook.Winkler did not respond to Team 10's request for comment regarding the refunds.Coding bootcamps are regulated by the Bureau for Private Postsecondary Education (BPPE). Origin Code Academy was previously operating without approval. The academy appealed its citation, its fine was reduced, and as of August, it is allowed to operate.
