The threats weren’t specific to Rancho Bernardo High School, according to a letter sent to parents.Employees notified police, who had officers on campus within a few minutes. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. SAN DIEGO (KGTV) - San Diego County health officials are focusing their efforts to reduce COVID-19 cases in hard-hit disadvantaged communities.Since the state released its tiered reopening system, County officials have closely monitored case rates and positivity rates, the two metrics that move counties between restrictive and less restrictive tiers.Now, the state has added a new metric relating to equity. It focuses on disadvantaged communities. The state looked at several factors that influence health in communities, including economics, education, transportation, social, neighborhood/environment, and housing conditions. The metric is meant to focus on those communities and their risk to COVID-19.At a news conference Wednesday, County officials say they are working to create a plan to address equity and submit to the state next Thursday. They also say the state will release additional guidelines on Monday.The county's health equity rate is at 6.2, which falls under the red tier. That number needs to drop below 5.2 to meet the orange tier criteria.San Diego County is currently already operating in the red tier based on the other two metrics. The county's positivity rate is at 3.5, Which meets the criteria for the orange tier. But the county's state calculated adjusted case rate is 6.5 new daily infections per 100-thousand people, which falls in the red tier. The red tier allows many businesses to reopen their indoor operations, though at a limited capacity.County officials said the new health equity metric does not play a factor in moving San Diego back into a restrictive tier. But it does play a role in moving to a less restrictive tier.County health officials have been working to reduce COVID-19 cases in disadvantaged communities through outreach and education, testing, and contact tracing, but feel more could be done."Undoubtedly, there's more we can do," Supervisor Nathan Fletcher said. "So even though we've done all of those things and continue to do those things, we will continue to search out more opportunities to address the inequity issues in trying to help those communities who are most impacted." 2153
