A Phoenix boy is in the hospital after his mother's boyfriend allegedly broke his bones and pulled out his hair. Phoenix police report that on Wednesday, they arrested 25-year-old Steven Darrell Nelson at his home near 7th Street and Union Hills Drive. Three weeks earlier, a 4-year-old boy who also lives at Nelson's home was taken to the hospital with multiple life-threatening injuries. Pediatricians at Phoenix Children’s Hospital report that the child had a broken arm, broken leg, lacerated liver, bowel perforation, "multiple areas of hair loss from hair being pulled out by the roots," and bruising throughout his body.The boy has been hospitalized for the past three weeks, and allegedly told police, "Steven hurt me." Upon his arrest, Nelson reportedly told police that they were playing when the injuries occurred, and, "he hoped that one day they could be friends."  926

A Pacific Beach woman was hospitalized after tripping over a dockless scooter left next to a traffic light on Garnet Avenue.The incident happened July 1, the day the city began enforcing scooter regulations. Ellie Fellers, who is in her 80s, was trying to cross Mission Boulevard at Garnet Avenue to mail a letter. She says she pressed the button to cross on the the traffic light, which was surrounded by unused scooters. Once she got the signal, she turned to cross but tripped over a scooter.Fellers says she suffered two concussions and a bleed above her adrenal gland. "Enough of this," Fellers told the City Council Tuesday. "The money you're making on those scooters can't possibly make up for the amount that it's costing you."The new city rules call for painted corrals that designate where scooter riders can leave the devices. However, they're currently only located in downtown. On Wednesday in Pacific Beach, there were scooters left along the sidewalks or toppled over in piles. "All of this is making it very difficult for pedestrians to get around town, and we've noticed that people who normally walk for exercise, like Ms. Fellers - they're saying we don't feel comfortable walking for exercise in our own community," said Scott Chipman, a 45-year Pacific Beach resident and a member of its community planning group.A spokeswoman for the mayor says 100 dockless scooter corrals will be added in Pacific Beach, and another 80 in Ocean Beach, by the end of the month.Meanwhile, Chipman and other residents are reporting that many of the scooters are not slowing to the geo-fenced limit of 8 miles per hour along the boardwalk.Annalisa Snow, who was riding a scooter along the boardwalk Wednesday, said she hasn't noticed any change."I haven't personally," she said. A pair of cousins has been charged in the murder of pizza delivery driver Clarence Taper in a Milwaukee apartment. According to the criminal complaint, Mekael Kennedy, 17, from Hartford and his cousin D’Andre Kennedy, 25, of Milwaukee robbed and shot the driver on Monday, Sept. 11 when he came to make a delivery. They then took the pizza Taper was delivering into the apartment and ate it.One of his regular customers, Sheryl Cash said Taper went out of his way to help the older residents who live there. "The man, Mr. Clarence, ever since I have been ordering from them he always delivered my food. He would stand there and talk with you. He was just real nice and kind. And he didn't have to come to your door, but he would come to your door,"  Cash said.Police said on September 15, Mekael Kennedy's girlfriend placed an order to Buddy's Pizza and Steak, where Taper delivered from. Mekael Kennedy took his cousin, D'Andre Kennedy's gun, put on a hockey mask and demanded Taper's money. Mekael Kennedy told police he had his safety on and didn't know why the gun went off. According to the criminal complaint, Mekael Kennedy told the police the driver lunged at him and he didn’t know why the gun went off because he thought the safety was on.But D'Andre Kennedy said his cousin shot Taper because he tried to take his mask off.When D'andre Kennedy found out, he cleaned the gun and threw the bullets away. Mekeal Kennedy also admitted to police that he robbed a Papa John's delivery driver earlier that same week but did not hurt him because he didn't fight back."It was senseless, it was just senseless," Cash said.Mekael is being charged as an adult and faces armed robbery and murder charges. If convicted he could face up to 95 years in prison. D’Andre was charged with harboring a felon and obstructing an officer and could face four years behind bars.  1938
