Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. SAN DIEGO (KGTV) — Several business sectors will be cleared to reopen indoor activities with modifications next week in San Diego County under the state's new guidance, according to local health officials.Under California's new blueprint for reopening amid the coronavirus pandemic, starting Monday, Aug. 31, San Diego County can reopen indoor operations at the following businesses with modifications:Restaurants for dine-in, places of worship, museums, and movie theaters at a maximum of 25% capacity or 100 people, whichever is less;Gyms, yoga studios, and fitness centers at a maximum of 10% capacity;Hair salons, barbershops, nail salons, and body waxing studios;Libraries and bookstores at a maximum of 50% capacity;Shopping malls at a maximum of 50% capacity, with closed common areas, and reduced food court capacity;Aquariums and zoos at a maximum of 25% capacityBusinesses that have been reopened under their safe reopening plans may have to be modified to meet the state's new percentages on capacity, according to Gary Johnston, the county's Chief Resiliency Officer on Reopening."The safe reopening plans, you need to modify those and express on those plans how you're going to adhere to the requirements that came out with the state," Johnston said.California's new rules for reopening are based on a four-tier, color-coded system that counties will move through based on their number of cases (case rate) and the percentage of positive tests. The system replaces the state's monitoring list.Based on the state’s new tool, San Diego County is in the red "Substantial" tier. The red tier covers counties with a case rate of four to seven daily new cases per 100,000 people and 5% to 8% positive tests. So by decreasing the capacity this will help with increased risk and increased exposure," Wooten said. "We are following what's on the website ... as it relates to what's being recommended for tier two."Bars, breweries, and distilleries that do not serve food are still not cleared to reopen for indoor operations, according to the state. Theme parks are also not permitted to reopen.Wooten cautioned that the success of reopening any indoor operations this time around depends on compliance with the guidance and locals being safe."This time what we hope will happen, but it relies on people's behavior, is that as we are opening up 25% or 50% of capacity, not full 100%," Wooten said. "As we see issues people should also be clear that we will shut down entities if they are not following the guidelines and if there are particularly outbreaks occurring as a result of not following those non-pharmaceutical strategies."In order for San Diego County to move up a tier, it must stay in tier two for at least three weeks. Then to move up, it must meet the next tier's criteria for two consecutive weeks. Gavin Newsom strongly asserted that more has to be done to battle the "climate emergency."Newsom toured the devastation at a park in Oroville, Calif., that was burned by the North Complex fire. Since the fire began on Aug. 18, the fire has burned 252,534 acres through Plumas, Butte, and Yuba counties and is 23% contained.It's one of 28 major wildfires burning across California, according to CAL FIRE.During his tour, the governor shot back at the debate over climate change and pledge to continue the state's efforts at lower carbon emissions. Newsom cited August being the state's hottest month in state history and annual drought conditions throughout the state."I'm a little exhausted that we have to continue to debate this issue. This is a climate, damn, emergency. This is real. And it's happening," Newsom said on Friday. "This is the perfect storm. It is happening in unprecedented ways. Year in and year out. "And you can exhaust yourself with your ideological 'BS' by saying, 'well, 100 years ago, we should've done this or that.' All that may be true. And I'm not going to suggest for a second that the forest management practices in the state of California over a century-plus have been ideal. But that's one point. According to the Associated Press, inmates are paid per hour while on the frontlines and per day when they're not on duty. SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Part of the industry’s struggles has to do with China’s decision to limit the recycled materials it purchases from the U.S. Before that policy, the City of San Diego earned about million a year in revenue from its recycling program. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item.
