SAN DIEGO (KGTV) — A young woman was hit by an egg while walking to her car in Carmel Valley and could lose sight in her left eye permanently due to the prank, according to what her doctor told her.Meghan Campbell, 25, was visiting friends on Sunday the 19th, at their home near Torrey Pines High School. Around 9:45 p.m. she was walking ahead of her friends to her car when a dark SUV drove by and someone inside hurled an egg at her."It was freaking terrifying," she said Wednesday, still shaken by the incident. "Soon as it hit me I kneeled down to figure out what was going on." Her thoughts were racing, "I can't see, there's something gooey on my face right now."It can sound like a funny prank, and Campbell chooses to find the humor in it now, but what doctors told her at the hospital was life-altering.She said doctors told her that her left cornea was scratched and orbital bones were fractured."I think the most scary thing for me was my vision went out... and I couldn't start seeing light or anything until the next day," Campbell said.She saw an Ophthalmologist Tuesday and she said he told her it will take six weeks to find out if her vision will come back. He said there are no options for surgery or medication because of the level of trauma to her eye. Her left pupil has remained dilated more than a week after the incident.She said she's still having trouble with light sensitivity, depth perception, and overall vision. "Someone with 20/20 vision can stand 200 feet away from something and see it clear, I have to stand 20 feet away to see the same thing," she said.She was visiting her friends from Orange County when the incident happened. Wednesday she was at the airport waiting for a flight back to Kentucky where she's studying to become an ER doctor. SAN DIEGO (KGTV) - An audit released by the San Diego Police Department Thursday showed they had purged 58 names from their registry of gang members. The names are collected in a database known as CalGang. 42 of the records were cleared because they had passed a 5-year purge mark. Four of the people had died and 12 had been removed due to unrevealed “discretionary” reasons. The results were released at a special joint meeting of the Public Safety and Livable Neighborhoods Committee and the Commission on Gang Prevention and Intervention. At the meeting, Dr. Rodney Hood, the chair of the gang commission also unveiled their annual report. It revealed, as of March 2017, there were 76 documented gangs in San Diego. Overall, it reports there are 3,815 gang members identified in 2017 compared to 4,052 last year. 849

SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. SAN DIEGO (KGTV) — A San Diego Police Sergeant was arrested Friday after the department was tipped off to individuals reportedly soliciting sex from minors.Police say Joseph Ruvido, 49, was arrested in Carmel Valley and charged with one felony count of soliciting sex with a minor. A search warrant was served at the 21-year veteran's residence and he was taken into custody without incident.Ruvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Prior to that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit."I assure you Sgt. Ruvido will be held accountable both criminally and administratively," Nisleit said. "We take this very, very seriously."Watch the SDPD press conference below:"It is very embarrassing to have to talk about the arrest of one of our own," Nisleit added.The chief said Ruvido has been suspended without pay as the investigation continues.On Wednesday, police received a Crime Stoppers tip through the via the Internet Crimes Against Children (ICAC) unit that multiple people may be soliciting sex from minors. Police identified one of the individuals as Ruvido and opened an investigation leading to his arrest.Once Ruvido was identified, investigators conducted 24/7 surveillance with investigators from the San Diego District Attorney's Office, according to SDPD Lt. SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office. Team 10 attempted to contact Dougherty and his wife, Nereida, who is also named in the bankruptcy documents. They did not respond. An attorney for the Doughertys also did not respond to Team 10’s inquiries. Investigator Melissa Mecija visited the Alpine ranch connected to the couple, where a tenant said his power has been shut off three times in the last several months. It was a bill he said the Doughertys were supposed to pay.
