TEHRAN, Jan. 14 (Xinhua) -- Iran and China signed a 1.76 billion U.S. dollars deal here on Wednesday for the initial development of Iran's North Azadegan oil field, the official IRNA news agency reported.     The deal was signed between China National Petroleum Corporation(CNPC) and the National Iranian Oil Company (NIOC) in the presence of Iranian oil minister Gholam Hossein Nozari and Chinese ambassador Xie Xiaoyan, IRNA said.     The North Azadegan oil field which located in Iran's western province of Khuzestan has an estimated reserve of six billion barrels of oil and can produce 75,000 barrels per day for 25 years, Nozari was quoted as saying.     Under the deal, CNPC is committed to developing the oil field in two phases, IRNA said.     Oil output of the North Azadegan oil field will reach 150,000 barrels per day when both the two phases of the project are finished, Nozari added.     According to IRNA, the deal is in the form of buy-back terms, based on which CNPC hands over the operation of the field to NIOC after development and receives payment from oil production for a few years to cover its investment.     The period for the development and reimbursement for the first and the second phase of the field would be about 12 and 17 years, Nozari said.

It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

ALGIERS, Nov. 4 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo held talks Wednesday with Abdelaziz Ziari, speaker of the Algerian National Assembly, on issues of common concern and they agreed to boost bilateral relations and cement cooperation between the two parliaments.     China and Algeria always handle the bilateral relations from a strategic perspective, said Wu, chairman of the Standing Committee of China's National People's Congress (NPC), highlighting that the relations have endured the test of time since the two countries established diplomatic relations 50 years ago.     Wu expressed his appreciation of Algeria's adherence to the one-China policy, noting that China respects the choice Algerian people have made on path to develop their own nation.     China feels satisfied with the current bilateral cooperation especially with the two-way collaboration at multilateral occasions on issues of UN reform, human rights and anti-terrorism, he said.     Wu offered a four-point proposal to promote China-Algeria relations: firstly, maintain high-level exchange and increase political mutual trust; secondly, expand the substantial cooperation especially in infrastructure, agriculture and energy for mutual benefit; thirdly, intensify the exchange on humanitarian issues to carry out the traditional friendship; and lastly, strengthen coordination with an aim to safeguard the common interests.     Ziari, for his part, called Wu's visit to Algeria "a big event "for the bilateral relations and "a symbol" marking a higher level of the inter-parliamentary cooperation.     The speaker agreed with Wu's views on the bilateral relations and recalled the fact that China was the first non-Arab country who recognized Algeria's independence and forged the diplomatic relations with it, while expressing his gratitude to China's assistance to Algeria's national development. Wu spoke highly of the bilateral relations, saying the ties between the two nations are "in their best time."     Wu said the good political relations should work effectively to promote the development of the trade cooperation, pledging that China would make concerted efforts with Algeria to step up cooperation with mutual benefit and give a fully play to the two business communities especially on some big projects which could help push forward the overall development. BEIJING, Oct. 17 (Xinhua) -- Vice President Xi Jinping expressed the hope to further boost exchanges between the Communist Party of China (CPC) and the French Union for a Popular Movement (UMP) here Friday.     "As ruling parties of respective countries, the CPC and UMP both face the challenges from domestic reform and economic globalization," Xi told Patrick Devedjian, UMP general secretary, during their meeting here. KUWAIT CITY, Dec. 29 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang and Kuwaiti Prime Minister Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah agreed to expand economic and energy cooperation between the two countries during their meeting here on Monday.     "China and Kuwait should form a lasting, stable and comprehensive partnership concerning the energy area," Li told the Kuwaiti prime minister, according to a press release from the Chinese Foreign Ministry.     Li said the two sides should deepen cooperation in the energy industries and study ways of joint exploration of both upstream and downstream industries.     He called on both sides to expand cooperation on infrastructure and telecommunication, increase contacts of people, and promote exchanges in the areas of finance, agriculture, science and technology and culture, in a bid to jointly respond to the change of global economic environment.     Li also said China always sees its relations from a strategic perspective with the Gulf Cooperation Council (GCC) and its six members, including Saudi Arabia, the United Arab Emirates, Oman, Qatar, Bahrain and Kuwait.     China is willing to further high level visits, enhance political mutual trust, broaden substantial cooperation and promote peace and stability in the Gulf region, Li said.     Nasser said Kuwait and China have witnessed a strong growth of bilateral trade volume this year, and taken a big step in energy cooperation.     Citing the current global financial crisis, he pledged that Kuwait is ready to further enhance cooperation with China in various fields, adding that Kuwait welcomes Chinese products and enterprises to enter the Kuwaiti market to realize common development.     The Chinese vice premier also visited oil facilities in Kuwait and met with major figures of the oil industry to get a better knowledge of the Gulf Arab state's oil industry and the progress of China-Kuwait energy cooperation.     China and Kuwait renewed their record of bilateral trade volume in 2007 with 3.6 billion U.S. dollars, according to official statistics, a 30-percent growth compared with that of 2006.     China imported 2.3 billion dollars worth of goods from Kuwait in 2007, with 90 percent of oil products, while only exporting 1.3billion dollars of goods to Kuwait.     Li and Nasser also hailed the sound state-to-state relations between China and Kuwait.     Li said relations between China and Kuwait, the first Gulf state to establish diplomatic ties with China, feature "deep friendship between the two peoples, all-along mutual political trust and equal respect."     Expressing his appreciation of Kuwait's support in the issues concerning China's major interests, he said China supports Kuwait's independence, sovereignty and territorial integrity.     Nasser acknowledged that China was also the first big power to recognize the independence of Kuwait.     Nasser said the Kuwaiti people have been always cherishing a friendly affection towards the Chinese people, and will never forget the firm support and help from the Chinese people.     Kuwait is the final leg of Li's 11-day overseas visit, his first foreign visit since he took office as vice premier in March, which has also taken him to Indonesia and Egypt.
