SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) -- Since moving to San Diego three years ago, Angela Alean says her financial situation has been like a rollercoaster.“It has been like ups and downs,” she said.By night, she’s a student learning childhood development. By day, she’s an assistant teacher at a preschool in Pacific Beach.She’d like to become a lead teacher one day, but her education has left her with more than ,000 in student debt.Her financial goal is to pay that debt off as fast as possible. Alean is one of several San Diegans 10News will follow for the next year to monitor their successes and struggles while attempting to accomplish a financial goal.“When I think about me not having debt, I think about the possibility of me studying more, learning more about child development, learning more about how to work in a preschool, about better ways to teach children,” she said.Alean knew she needed a lesson in financial management and budgeting, so she turned to free lessons on YouTube.Now she closely tracks her expenses and spending, she’s on a “rice and beans” food budget, and she picked up a second job as a tutor.“I’m willing to make the sacrifice. SAN DIEGO (KGTV) - San Diego will continue using part of the second floor of Golden Hall as a temporary bridge shelter, and add a fourth location on the other side of downtown.The City Council voted Tuesday to fund its three current shelters for the next year, and seek an operator for a new one at 17th and Imperial. A recent point in time count found more than 5,000 homeless people in the city - about half of whom are unsheltered. The temporary bridge shelters in total have about 665 beds. The shelters provide services to help residents find work and ultimately transition to permanent housing. The San Diego Housing Commission reports that since the shelters opened around December 2017, about 540 previously homeless people - or 39 percent - have transitioned to permanent or other long-term housing after a month-long stay. That shows improvement from a March 2018 update, when that number was about 14 percent. "We're making headway big time," said Bob McElroy, who heads Alpha Project - which operates a downtown shelter. "Some of our folks have been out here 20-plus years, and you're not going to get your proverbial you-know-what together in three months."McElroy said longer-term financial commitments have helped attract more qualified staffing, and noted that Alpha Project recently opened a 52-unit complex that brought more housing opportunities. The variety grown in Oceanside has tasting notes of jasmine tea, honey, key lime pie, and elderflower, according to Bird Rock Coffee Roasters, who are offering the coffee.?The bean's exclusivity is also reflected in its price.
