SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. SAN DIEGO (KGTV) — The fight over the future of short-term vacation rentals in San Diego is now targeting paid signature gatherers hired by the largely Airbnb-funded campaign.The campaign, called "Stand for Jobs, Stop the Vacation Rental Ban," needs to raise about 35,000 signatures to overturn the City Council's recent vote to limit short-term vacation rentals essentially to primary residences. A group of residents called the San Diego Community Working Group on Short-Term Vacation Rentals is now drafting a letter to multiple city officials alleging that the signature gatherers are misleading voters with false information about the regulations. RELATED: Airbnb: San Diego teachers made .7M renting out their home last year"You won't be able to do bed and breakfast, and then there's a huge emphasis on the amount of money on the fee. There is no fee for home sharing," said Gary Wonacott, a member of the group, giving examples of what he's heard.There are now upwards of 200 signature gatherers around San Diego. On Friday, there were five of them spread across the Target shopping center on Sports Arena Boulevard.LaKeisha Weaver says she is being paid more than for every signature she gets. "It's just like a traveling position."Weaver says she tries to engage voters with a very brief verbal pitch and has official literature for them to read. The executive director of SANGAG, Hasan Ikhrata, spoke Wednesday about the status of 18 intersection makeovers that include roundabouts similar one off Landis and Utah."It's obvious cars and bikes don't mix well together, especially if there's speeding involved so to overcome these we try our best to do things like this, but also make sure where we can, separate bikes from traffic so residents can bike without fear of being hit by a car," Ikhrata said.So far, million has been dropped for the Georgia Meade & Landis Bikeway project, funded by TransNet. Construction for the new additions are halfway done and although some neighbors aren't so keen about the new roadways, "people who want to go fast do go fast still, they still race. They have enough room to almost go straight through the circle." Others like 11-year North Park resident, Andrea, Linan, already feel more at ease, "traffic on this street especially, people go fast. I do cycling and you just have to be really careful about not getting hit so I don't mind roundabouts."SANDAG said since stay at home orders, the amount of people riding bikes went up 12%. SANDAG's executive director said despite conflicting arguments regarding the amount spent on the Bikeway project, "we have the data to support investing more in the Bikeway program, and I hope San Diego will have a connected network that's safe for our residents."The project has been in the works since 2013. SAN DIEGO (KGTV) -- The Golden Knights offered a spectacular preview aboard the USS Midway, landing on the flight deck. The event was part of the museums Army Day celebration. The day began with an enlistment ceremony. A Japanese-American World War II veteran read the oath of enlistment to the Army’s newest recruits. The celebration marks the first event of its kind aboard the Midway. SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law.
