SAN DIEGO (KGTV) — The man suspected of killing his stepmother and burying her body in a Tijuana backyard has been arrested on probation violations.Aaron Seth Juarez, 20, was taken into custody in San Diego Thursday. He was also wanted by the Deputy Attorney General of Justice in Tijuana on suspicion of killing Fernanda González Serrano in February.San Diego Police are currently working to return Juarez back to Mexico.González was last heard from on Feb. 2. SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”DHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. And we will enforce the law through prosecution of illegal border crossers,” Nielsen stated.The DHS statement encouraged those with asylum claims to seek protection in the first safe country they enter, naming Mexico as a possibility.“While we are committed to doing everything we can on the border to secure our nation, we need Congress to do their job as well.  I join the President in asking Congressional leadership to work with the Administration to pass legislation to close the legal loopholes that prevent us from securing our borders and protecting Americans. SAN DIEGO (KGTV) -- The EPA has announced several short-term projects to stop cross-border sewage spills in the Tijuana River Valley.For years, the area has been dealing with sewage spills and contaminated waters in the area, forcing the closure of local beaches.Some of the projects announced Wednesday include replacing nearly a mile of old leaking pike, improvement to the pumping systems to divert sewage flow away from the Tijuana River Valley, and replacing collectors that had repeatedly collapsed in the past.One of the grants will divert 10-million gallons of wastewater flow a day.Mayors from costal cities like Imperial Beach and Coronado and Border Patrol officials joined the EPA during their announcement, sharing how the contaminated waters have impacted their communities.As a result of these short-term fixes, Imperial Beach mayor Serge Dedina says the beaches are now open.EPA official say the money for these projects come from 2020 funding. There are long-term projects in the work and will be funded by the 0 million designated from the U.S - Mexico- Canada trade deal. 1101
