Joe Cunningham, D-SC, might not be leaving the US House the way he wanted to, but he certainly was going to make the best out of his November election defeat.Giving a farewell speech on the floor of the House on Thursday, Cunningham pulled out a can of beer from his jacket and opened it. On October 11, a little less than two weeks before the discovery of the first of 13 improvised explosive devices he is suspected of sending to prominent Democrats and CNN's New York offices, Cesar Sayoc tweeted at Rochelle Ritchie."We will see you 4 sure.Hug your loved ones real close every time you leave you home," the tweet read in part.Ritchie, a political analyst who frequently appears on television, reported the tweet to Twitter as abuse. The response she received from the company said the tweet and the threat it implied didn't qualify as a "violation of the Twitter rules against abusive behavior."When Sayoc was arrested on Friday, the tweet was still live.Twitter has repeatedly said it is working on combating harassment and abuse on its platform. But people who use Twitter have said over and over again it is not doing enough. It is not uncommon for users to report explicit threats of violence and then, to their dismay, see an automated response saying that there was no violation of its rules.In Sayoc's case, an opportunity to alert authorities to someone openly threatening public figures — someone who allegedly tried to make good on those threats — may have been missed because Twitter failed to act.Twitter's email to Ritchie specifically said that the company will "not tolerate behavior that crosses the line into abuse, including behavior that harasses, intimidates, or uses fear to silence another user's voice." But still Sayoc's tweet to Ritchie remained live."You think to yourself 'if you see something, say something,' and then when you say something it's ignored," Ritchie told CNN Business on Friday. "It is really irritating that these social media sites do not take these things seriously."Friday evening, after a tweet Ritchie sent pointing out what had happened had become popular on the site and gotten attention from media outlets, Twitter sent her a new email."Please disregard our last reply as it was sent in error. We apologize for any inconvenience," it began. Twitter suspended Sayoc's accounts late Friday afternoon.CNN Business asked Twitter multiple questions about Sayoc and his tweets on Friday: Why was the tweet directed at Ritchie not deemed a violation of the company's rules? Why was the threat against Biden and Holder still live on the platform? Does Twitter monitor the responses to tweets by the president of the United States to look for threats? Does it proactively monitor for threats to public figures like Biden and Holder?The company's only response was, "This is an ongoing law enforcement investigation. We do not have a comment."A Facebook spokesperson told CNN that the company had removed Sayoc's account on Friday. The spokesperson said that several of Sayoc's previous posts had violated Facebook's community standards, and had been removed before he was arrested, but that none of his posts which were reported to or discovered by Facebook contained violations of its rules severe enough to remove the account entirely."There is absolutely no place on our platforms for people who attempt such horrendous acts. OCEAN BEACH (KGTV) - People in Ocean Beach have hatched a (not-so) secret plan to bring a popular mermaid statue back to town."We’re go-getters. We’re not going to give in. This is going to be a mission," says Claudia Jack, the self-proclaimed leader of Team Mermaid.For three weeks in May and June, a mermaid statue sat atop Ross Rock near Sunset Cliffs. Nicknamed 'Marina', the statue brought tourists and locals to the area to take pictures.For some, it was a nuisance, bringing more traffic and trash. Jack says that's one reason they don't plan to put the mermaid back on the rock."It's my goal to get her repaired and put her somewhere that she'll be appreciated," she says.The mermaid was secretly removed in June by a group calling themselves the Cliffs Crew. For a while, no one knew what had happened to it. Jack says she knows where Marina is located but won't reveal her location."I have not revealed any names or whatever," she says. "It's very hush-hush. But it will come out in the end. In a happy way."Jack has enlisted the help of a few friends and artists to repair some minor damage to Marina. She's also trying to get the entire community involved. Earlier this month, she sent out 300 postcards with a picture of the mermaid on the front. The back simply read "Save the OB Mermaid" and had an email address.She says the response has been overwhelming."What little girl doesn't want to be a mermaid?" she asks.Jack plans to unveil Marina as a statue at the Ocean Beach Holiday Parade in December. After that, she plans to let local businesses bid for the rights to host the statue for a few months at a time. She says the money raised would be used for upkeep.Jack says she already has two local businesses who have expressed interest. After that, she wants to commission a bronze replica that can be a permanent statue near the Ocean Beach Pier.The hope is that Marina can become a local icon like the Cardiff Kook or the Lemon Grove Lemon."She's alive," says Jack. (KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting.
