MILWAUKEE — Christopher R. Ward has been charged with second-degree reckless homicide in the death of 14-year-old Jada Wright. Police responded to the scene late last Wednesday night at their home on the city's northwest side. According to police, Jada has cerebral palsy, and Ward was her personal care worker. Initially, the 18-year-old defendant reported to police that Jada had complications with her feeding earlier that night. He said was not involved in her death, and claimed she had a history of injuring herself.Jada's school physical therapist said she never saw Jada injure herself. She also said Jada was missing from school for a month.Ward was taken into custody after an autopsy revealed blunt force trauma to her abdomen. After further questioning, Ward admitted he had become frustrated with the girl while trying to feed her through her feeding tube. She had maneuvered her tube out of her stomach, frustrating him further. In response, he punched her in the stomach. Ward reconnected her tube and left the room. Upon returning, he saw she had vomited on herself, and did not seek additional care for her or tell first responders about his actions.    1207

NATIONAL CITY, Calif. (KGTV) - Surveillance cameras captured a chain-reaction, hit-and-run crash in National City Tuesday morning. For Honey Mae Kenworthy, the remnants of her totaled car are hard to look at."I cried when I saw it," said Kenworthy.Surveillance video shows the last moments the 2003 Acura TL was undamaged, parked by her husband on Cleveland Avenue outside his work in an industrial park. Just past 7 a.m., a car speeds into frame and smashes into back of her car, pushing it into the car in front of it."Upset and angry whenever I see it ... he's obviously not paying any attention," said Kenworthy. After the crash, the gray car backs up and parks. The driver then gets out and starts picking up his car parts. After about 5 minutes, the man gets back in the car and drives off."Just an awful person for doing that. I felt robbed of my hard work ... had just paid of the vehicle," said Kenworthy. The driver didn't quite get everything. He left several parts, including a section of his right front bumper. Kenworthy says those parts belong to a Lexus, giving police a few more clues. Without an identification on the mystery driver, she's out of luck since she doesn't have comprehensive coverage. The car was likely going to be her 15-year-old son's first car."I feel really bad I might not have anything for him. For me it was a reward for all his hard work," said Kenworthy.Anyone with information on the case is asked to call National City Police at 619-336-4411. 1491

MINNEAPOLIS (AP) — A Minneapolis commission says it needs more time to review a City Council amendment to dismantle the Police Department in the wake of George Floyd's death, ending the possibility of voters deciding the issue in November. The Charter Commission has expressed concern that the process to change the city's charter was being rushed. Some commissioners said they were more concerned with making the right changes rather than making them fast. The amendment would have replaced the Police Department with a "Department of Community Safety and Violence Prevention" that backers said would take a more "holistic" approach. That approach hasn't been fully defined. 683

NASHVILLE, Tenn. — The current law in Tennessee is clear: The use of deadly force is legal only in instances of self-defense or to protect the life of someone else.Outside of that, using deadly force is illegal. But some lawmakers in the state are seeking to expand those protections to include instances where homeowners would legally be able to shoot someone who stole from them."I think the last year has raised a lot of questions in Tennessee about whether you can use force or deadly force," said John Harris, executive director of the Tennessee Firearms Association.Harris said the thinks the destructive demonstrations and looting in Nashville during protests against police brutality raised some concerns. Now, State Rep. Jay Reedy, a Republican, has filed a bill that would allow a person to use deadly force to protect their property.Harris said that with police occupied elsewhere, store owners under the current law could not use lethal force to stop looting during protests — and people are tired of it."The question is, does the criminal just laugh at them and keep stealing stuff? At some point, juries will say you have the right to defend it, and I don't care what the law says," Harris said.Lawmakers say the bill could address that frustration. But legal analysts say there are some aspects of the bill that are concerning. "The way it is written is very, very vague," said legal analyst Nick Leonardo.Leonardo understands concerns over violent protests, but he calls the bill "vigilante legislation."Leonardo said it could allow a victim — when there is no personal threat — to shoot a theft suspect in the back as he runs from the scene."To be able to just shoot someone because you thought they were taking your personal property is not where America is or we've been in the last hundred years," Leonardo said.Reedy concedes the bill, for now, is vague, and he expects it to be tightened up. But he also said law-abiding citizens have a right to protect their businesses or hard-earned personal property.House Bill 11 is now filed for consideration. If it were to pass in the next legislative session, it would take effect in July of 2021.This story was originally published by Nick Beres on WTVF in Nashville, Tennessee. 2251
