BEIJING, Oct. 10 (Xinhua) -- Senior Communist Party of China (CPC) leader Li Changchun has pledged to strengthen cooperation between Chinese and foreign media and to facilitate foreign media coverage of China. Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks Friday evening when he met the heads of 10 major media organizations attending the World Media Summit in Beijing.     The Chinese government has been promoting media development and supporting Chinese media in enhancing exchanges and cooperation with foreign counterparts in news, human resources, information technologies and business development, he said. ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.
