TIJUANA, Mexico. (KGTV) -- Conditions were bleak outside the Benito Juarez sports complex, where migrants waited out the rain. Tents stretches as far as the eye can see as migrants hid beneath tarps in a makeshift camp while waiting for the rain to pass. Mud puddles still surround the camp as those inside wait for another band of rain to sweep through Tijuana later Thursday evening. Outdoor showers were set up in the camp. When asked whether or not the journey was worth it, many of the migrants told 10News conditions at the camp are better than conditions in their home countries. Many with the camp say they’re also concerned as more and more migrants come down with colds. Face masks were passed out throughout the week to try to protect those who haven’t caught a cold. She can't walk, talk or eat," Julia's mom, Lisa Talbot, told CNN.But this disability is not stopping Julia from living her best life. She loves the fact that her wheelchair can make her costumes that much more epic, and people just go gaga over her, her mom says."She loves attention. She loves life! She giggles all the time," Talbot said, and added that Julia loves that people on Halloween actually come up to her and engage with her, talk to her, and pay attention to her.And attention is what Julia got when her mom shared the photo on Twitter?of the little but mighty RBG impersonator.With a simple caption -- "My daughter's wheelchair made the PERFECT foundation for her Halloween costume" -- Julia's photo gained over 26,000 likes and nearly 6,000 retweets.Her parents always want to create costumes that send a positive message, whether it's subtle or not. They begin brainstorming ideas months in advance, and it takes them about 3-4 weeks to actually build the costumes."Anything that makes her excited is something we feel a responsibility and a mission to deliver for her. Because she has a hard life," Talbot said. "She is the joy of our life. You can't help but see the world through her eyes. This year, more than half of all U.S. states have had confirmed or possible cases of acute flaccid myelitis, the polio-like illness that can cause paralysis and mostly affects children, according to an exclusive CNN analysis.CNN reached out to health departments in every state; 48 states responded, plus the District of Columbia. Of those, 30 states said they had cases that were confirmed, suspected or being investigated -- including 15 states that said they had confirmed cases in 2018.In total, CNN found 47 confirmed cases and 49 more that were suspected or being investigated, for a total of 96.The U.S. Centers for Disease Control and Prevention, which releases only confirmed numbers, says 16 states had 38 cases as of September 30. This week marks Lead Poisoning Prevention Week, and according to the Centers for Disease Control and Prevention, 3.6 million Americans face a risk of lead poisoning from lead-based house paint.The CDC says that even low levels of lead in the bloodstream can cause cognitive impairment in children that is irreversible.“As we observe National Lead Poisoning Prevention Week, we urge people to take action,” said Patrick Breysse, PhD, CIH, Director of CDC’s National Center for Environmental Health. “Together, we can eliminate childhood lead poisoning as a public health problem by strengthening blood lead testing, reporting, and surveillance, while linking exposed children to recommended services. CDC is committed to help address this threat and improve health outcomes for our nation’s most vulnerable citizens – our children.”The CDC is encouraging parents to get their children’s lead levels checked by a doctor. TIJUANA, Mexico (KGTV) -- Mexican authorities said a Chula Vista woman and her friend were gunned down at a family gathering in Tijuana. Investigators said the suspect is a Tijuana firefighter who shot at the two during a jealous rage.The victim was identified as 32-year-old Roxana Diaz."She was always smiling, she was kind of crazy," said Diaz' cousin Ivett Corral. "A happy lady."Tijuana investigators said Diaz went to visit a family friend, 39-year-old Carlos Roberto Trujillo, in Tijuana Aug. 15. They and another female friend met with several Tijuana firefighters at a get-together.Early the next morning, the three friends headed to Trujillo's home at Colonia Union. Police said the three firefighters ambushed the group, shooting at Trujillo and Diaz, and kidnapping the other woman.Trujillo died just outside his home. Diaz underwent surgery at Tijuana General Hospital but died Aug. 20 after she was transferred to UCSD Medical Center. "I start crying a lot because she was like a sister to me," Corral said. "She was more than a cousin. We grew up together."Police said after the firefighters kidnapped the woman, she screamed for help at a toll plaza on the way to Ensenada. Officers were alerted and arrested the firefighters.Mexican investigators said the alleged shooter, identified only as 27-year-old Ricardo N., is the boyfriend of the woman he and his co-workers kidnapped. They said he was jealous that she was socializing with her ex-boyfriend Trujillo and Diaz.Corral said Diaz was a long-time employee at Kentucky Fried Chicken on 3rd Street in Chula Vista. She worked hard to provide for her 16-year-old son.Trujillo's family said he worked at the Tijuana Town Hall. He leaves behind three children."We just want justice," Corral said. Trujillo's family told 10News the suspects are being held in Ensenada on suspicion of kidnapping but have not been charged with the murders of Trujillo and Diaz. The families of Diaz and Trujillo have established GoFundMe accounts. 2002
