CANCUN, Mexico, Dec. 11 (Xinhua) -- The outcome of the UN climate change conference in Cancun sent "positive" signals to the international community, the Chinese delegation said Saturday.Conference delegates finally reached a deal to fight global warming early Saturday after an all-night session, overruling an objection from Bolivia."As for the outcome of this conference, first of all, it adheres to the (UN) Convention (on climate change), the Kyoto Protocol and the Bali Roadmap, as well as the principle of common but differentiated responsibilities, which ensures that next year's negotiation will continue along the two tracks decided by the Bali Roadmap," the Chinese delegation said in a statement."Second, progress has been made at different levels in the areas where developing countries have concerns, such as adaptation, technology transfer, finance and capacity building, and the negotiation process will move on, which sends positive signals to the international community," the delegation said.It said the conference failed to conclude the negotiation of the Bali Roadmap and this indicated next year's negotiation task would be "extremely difficult."The delegation expected all parties to display strong political will and conclude the negotiation on the second commitment period of the Kyoto Protocol at the next conference, to be held in Durban, South Africa. In particular, that conference should establish effective mechanisms for finance, technology transfer and adaptation to support developing countries' efforts in addressing climate change, successfully conclude the negotiation in accordance with the mandate of the Bali Roadmap and make a big step forward in the international cooperation in combating climate change.China would continue to make positive efforts towards this end, the delegation said.The delegation reaffirmed that the Chinese government would hold a highly responsible attitude toward the Chinese people and people in the world, and remain committed to promoting green, low-carbon and sustainable development as its contribution to combating climate change.The Chinese delegation also hailed the efforts of the Mexican government and its people during the negotiations and their hospitality. BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement.The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said.The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.

BEIJING, Dec. 11 (Xinhua) -- China's retail sales of consumer goods grew 18.7 percent in November year on year, the National Bureau of Statistics (NBS) said Saturday.Retail sales of consumer goods stood at 1.39 trillion yuan (208.1 billion U.S. dollars) in November and the growth rate was 0.1 percentage points higher than that in October, the NBS spokesman Sheng Laiyun said at a press conference.Retail sales of consumer goods in the January-to-November period reached 13.92 trillion yuan, up 18.4 percent from the same period last year.The growth rate in the January-to-November period was 0.1 percentage points higher than that in the January-to-October period.The NBS said urban consumption hit 1.2 trillion yuan in November, up 19 percent year on year.Rural residents spent 186.5 billion yuan on consumption goods in November, up 17 percent year on year.In breakdown, catering sector sales rose 19.6 percent to 160.1 billion yuan in November from a year earlier, while retail sales increased 18.6 percent to 1.23 trillion yuan in November year on year.

LANZHOU, Dec. 6 (Xinhua) -- Nitric acid that spilled from a crashed truck in a northwest Chinese city Monday has caused no contamination of the Yellow River -- China's second longest river, local officials said.Workers had cleaned up tons of acid that entered a roadside drain in a four-hour operation after the accident in Lanzhou, Gansu Province, said a spokesman of a work crew tasked to clean up the chemical.Tests show the spill did not pollute the environment near the Yellow River, he said.Officials with the city environmental protection bureau said they would keep monitoring the water quality of the Yellow River.A truck carrying 14 tonnes of nitric acid overturned and caught fire on Liuzhong Highway near Lanzhou at noon on Monday. One driver was killed while the other was seriously injured.
