SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla. In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes. In photos and videos, he has a brown goatee and mustache with a thin chin-strap style beard.Anyone with information about his whereabouts was asked to call the SDPD at (619) 531-2000 or the department's missing person's unit at (619) 531-2277. 2015

SAN DIEGO (CNS) - San Diego Police Chief David Nisleit Tuesday promised a thorough investigation into allegations that one of his officers uploaded a social media post mocking a roadside memorial for a robbery suspect fatally shot three months ago by that lawman and a patrol partner.SDPD Officer Jonathon Lucas was immediately suspended without pay after the online image seemingly belittling the death of 25-year-old Leonardo Hurtado Ibarra appeared on Instagram last week, Nisleit told reporters during a mid-afternoon briefing at downtown police headquarters."I am shocked and disturbed by the reports of this officer's conduct," the chief said about the post, in which emojis of laughing and tearfully wailing faces were superimposed over a photo of the makeshift tribute to Ibarra at the site where he was shot."The officer's alleged actions fall short of the high standards I and our community have for the San Diego Police Department," Nisleit said.Late on the afternoon of June 27, Lucas and Officer Tevar Zaki opened fire on Ibarra, a suspect in a recent robbery, when he allegedly pulled a revolver from his waistband and pointed it at them as they approached him in the 1200 block of Sixth Avenue in the Core-Columbia district.Ibarra succumbed to his gunshot wounds in a hospital two days later. The shooting prompted demonstrations by protesters alleging a culture of excessive use of force and racial bias on the part of the San Diego Police Department. While condemning the antagonistic online posting Tuesday afternoon, the police chief offered a message to Ibarra's survivors."I want to apologize to the Ibarra family," Nisleit said. "This unnecessary act only reopens wounds during an already painful time."In addition to placing Lucas, a four-year member of the SDPD, on unpaid leave, Nisleit revoked his police powers pending completion of the in- house probe into the matter."I want to assure our community that I do not take these allegations lightly," the chief said. "Officers take an oath to protect and value all life. And ... I clearly understand this is a critical time in relationships between law enforcement and the communities that we serve. I want to send a clear message that this behavior is not acceptable in the San Diego Police Department and does not reflect the values of the men and women of this department."Nisleit also pledged to be "transparent with our findings" that result from the internal investigation, though he acknowledged that state law protecting the privacy of police personnel might prevent a full disclosure of any punitive actions -- including, potentially, job termination -- ultimately taken against the accused officer. 2689

SAN DIEGO (CNS) - The City of San Diego's Development Services Department announced Tuesday that it will begin accepting permit-ready building plans for the construction of companion units attached to existing single- and multi-family properties.Homeowners can apply for a permit to build one of the units, also called casitas or granny flats, by contacting the Development Services Department. In recent months, the city has sought to make granny flat construction more efficient by making changes like waiving fees and increasing maximum unit size from 700 square feet to 1,200, among other things.RELATED:San Diego homeowners creating rentals by converting garages into apartmentsCity may weigh 'vacancy tax' targeting empty homesWhat does it take to retire at 40?"We're doing everything we can to make it easier and cheaper to build housing here in San Diego," Mayor Kevin Faulconer said. "Granny flats are exploding in popularity thanks to our housing reforms and now residents can build them for less with pre-approved plans that will ensure the permitting process is quick and efficient."The streamlining of granny flat regulations has caused applications for their construction to increase nearly 2,500% since 2016, when the city received 19 applications. Through October, the city has received more than 480 applications this year.To apply, homeowners must ensure their building plan meets the city's submittal guidelines and make an appointment with DSD by calling 619-446-5300 to allow city officials to review the plan.
