A top energy team under China's cabinet is drafting a strategy to increase access to sustainable energy among the rural poor.The plan will be based on research of other countries' experiences and is scheduled for release next year, the United Nations Development Program (UNDP) announced on Friday.The UN agency will help the Energy Leading Group affiliated with the State Council to attract global energy experts to work on the draft."We want to help the (Chinese) government come up with a viable rural energy strategy, which may serve as a role model for other developing countries," Shen Yiyang, program manager of UNDP's Energy & Environment Team, told China Daily.Details of the draft's contents were unavailable.Ma Xiaohe, vice-president of the Academy of Macroeconomic Research under the National Development and Reform Commission, confirmed that an overall rural energy strategy is being developed.Energy demand in rural areas is expected to increase rapidly in the run-up to 2030, he said.Rural energy consumption is expected to reach between 1 and 1.4 billion tons coal equivalent by 2015, compared to 370 million tons in 2000.The supply of commercial energy - electricity, coal and natural gas - is expected to meet two-thirds of rural areas' energy demand. Energy sources located in the countryside will supply the other third, Ma said.Currently, renewable energy accounts for only a small amount of rural energy supplies. But according to Ma, green energy will reach 400 million tons of coal equivalent by 2020.The country has set a goal of raising the ratio of renewable energy in the total energy supply to 15 percent by 2020, compared to the present 8 percent.

JINAN - Seven fishermen on two boats were rescued on Saturday off east China after their boats lost control in high gales, local rescue sources said. The engine of a fishing boat with six people aboard at the Bajiao offshore area near Yantai city, Shandong Province stopped working around 1:20 p.m. Saturday as its screw propeller was enlaced by aquatic plants amid sudden gales on the sea. A helicopter from the Beihai No. 1 Rescue Flying Squad was dispatched to the site and rescued the six in 20 minutes. The helicopter saved another fisherman on a separate boat on its way back. Japanese Prime Minister Shinzo Abe has said he will face up to history to help improve Sino-Japanese relations. He made the remarks in an interview with China Central Television (CCTV) which was broadcast yesterday ahead of Premier Wen Jiabao's visit to Japan on Wednesday. Starting with a Chinese greeting Ni Men Hao (How are you), Abe said the China-Japan relationship is one of the most important of bilateral ties for his country; and hoped they could develop into a strategic relationship for mutual benefit. He said he is looking forward to Wen's visit in spring, a season "when the ice is melting and flowers are starting to blossom", and hopes to visit China this year. Abe paid an "ice-breaking" trip to China last October soon after taking office. He met President Hu Jintao and reached agreements that thawed relations chilled by former Japanese prime minister Junichiro Koizumi's repeated visits to the Yasukuni Shrine that honors top Japanese World War II war criminals. Abe said he firmly believes that the "ice" in relations will finally melt when more Chinese people get to know Japan's post-war road of development. He said he hopes Wen's trip, including the summit meeting, would produce substantive results in various fields such as energy, environmental protection and regional security. As Wen's visit also coincides with the 35th anniversary of the normalization of China-Japan relations and the Year of Cultural and Sports Exchanges, Abe said he would like to use the opportunity to invite more Chinese people, especially the younger generation, to visit his country and enhance mutual understanding. Abe said China's development provides a big opportunity to not only Japan, but also Asia and the world at large, citing bilateral trade had hit a record eight years in succession. The volume of trade between the two countries has increased nearly 200 times from .1 billion in 1972, when Sino-Japanese ties were normalized, to 7.4 billion in 2006. "Such an achievement was unimaginable even 10 years ago," Abe said. In another development, a survey published yesterday said that most undergraduates in China and Japan regard the other country as an important nation and 37 percent of them are positive about future China-Japan relations. The survey, jointly conducted by the China's Outlook Weekly and mainstream Japanese newspaper The Daily Yomiuri, polled 1,020 Japanese and 987 Chinese college students in March. Though a majority of respondents are not satisfied with the current state of relations, 37 percent believe relations will "improve" or "greatly improve" in the future. More than 40 percent think the relations will "remain unchanged". More than two-thirds of the Japanese undergraduates chose China as Japan's most important partner for economic growth; whereas Chinese students ranked Japan in second place, following the United States. A majority of both Chinese and Japanese students believe China will become the most influential country in the world. More than half of the Japanese students deemed China would overtake Japan in the next 10 years in terms of GDP.

  

BEIJING - The Chinese Academy of Social Sciences (CASS), the country's top think tank, published its eighth annual report on Monday and introduced a new international strategy.The report - "China's Modernization 2008" - proposed a brand new concept, the so-called "Peace Dove Strategy".The strategy, with the principle of "Follow the UN Charter and Promote World Peace", calls for the building of a favorable international environment for China's modernization.The "Peace Dove Strategy" makes the United Nations the head of the Dove.Asian nations are the foreside; the Asia-Pacific Economic Cooperation is the eastern wing, and the proposed "Asia-Europe Economic Cooperation", which is upgraded from the existing Asia-Europe Meeting, is the western wing.South America, Oceania and Africa bring up the rear.The strategy, which centers on Asia and faces the world, calls for cooperation of all member nations on an equal, mutually beneficial basis.Under the strategy, China will optimize the structure of its international modernization strategy, increase its national capacity in international modernization, and improve the international environment for the country, according to He Chuanqi, head of the CASS Center on the Study of China's Modernization.The strategy was created drawing upon international experience of the past 300 years and the history and realities of China's international modernization, the official said.The report has been published and distributed as a single volume by the Beijing University Publishing House.
