COCKEYSVILLE, Md — A unique program that partners retired thoroughbred racehorses with veterans to help combat PTSD is now adapting to help Maryland National Guardsmen who are responding to the COVID-19 pandemic."It's been rewarding every day. Just to see the smiles on the faces," employee Steve Mooney said.Mooney first got involved with Saratoga WarHorse 5 years ago, participating after he got back from a deployment in Afghanistan and suffered from PTSD and insomnia."It has help me cope with things a little different. Help me look at stress a little different," Mooney said.After going through the program in another state, Mooney helped start a branch at the Baltimore County Center for Agriculture in 2018."How many marriages did we save? How many people came off substance abuse?" Mooney said.He said the program changes lives with the connection veterans work to earn from horses."They're running around the pen trying to avoid you, and then as you interact with the horse, it comes to a point that the horse is gonna say, 'alright, I wanna be your friend now,'" Mooney said."You can see that moment when that horse and that vet decide to become friends, and there's a kind of like a handshake, and that's probably the coolest part of this whole program for me," volunteer Marc Junkerman said.An Army vet, Junkerman also decided to volunteer with the program after participating himself and feeling the change."I had to be mindful that whatever I was bringing into that ring had to positive. I had to put all the negativity down because otherwise, you're not going to get that connection with the horse. So, what's really cool is if you put that negativity down and then go in there and connect, you usually bring something better out," Junkerman said. "The flip side is, why would you then pick up something you put down? We will clean it up with the other stuff at the end of the day."Now, the program is adapting to help the thousands of Maryland National Guardsmen who dropped what they were doing to help the state through this pandemic."This is a completely different thing that none of us have dealt with in the past," Tech Sgt. CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818
Cleveland police have released surveillance footage of a gangland-style drive-by shooting from February in which small children were nearly gunned down in the crossfire.The shooting happened around 6:30 p.m. at a convenience store located in Cleveland, on Feb. 19.According to the footage, there was a gunfight in the parking lot. Two parked SUVs in front of the store were targeted in the drive-by. Camera footage of the shooting shows three cars pull into the parking lot and the occupants inside open fire on the two vehicles.
