SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. The city did not say whether plans are in the works to open more safe parking lots in the immediate future.At the two existing lots (on Balboa Avenue and Aero Drive) and the new one, Jewish Family Service of San Diego will have the capacity to assist roughly 300 homeless individuals and families every night."Our goal is always to holistically help clients, so that they can get back on their feet and into a home," said JFS CEO Michael Hopkins. SAN DIEGO (CNS) - A man died in a hospital Sunday of injuries he suffered in a collision with a boat while he rode a Jet Ski in Mission Bay, authorities said.The collision happened at 6:30 p.m. Saturday near the north end of Ski Beach when a man in his 20s from out of state was riding on a Jet Ski with another family member, according to the San Diego Police Department.A boat collided with the Jet Ski and the injured man was taken back to shore by the family member, where CPR was performed and a pulse was eventually detected, police said. He was taken to a hospital, where he died Sunday.Police questioned the driver of the boat, which was taken as evidence. The investigation of the collision is ongoing. SAN DIEGO (CNS) - Authorities asked the public Tuesday for help in identifying a man who fondled a woman and exposed himself to her last month at a Lemon Grove discount store.The victim was shopping at Dollar Tree in the 7100 block of Broadway when a stranger in a yellow T-shirt inappropriately touched her and flashed her shortly before 4:30 p.m. on April 8, according to the San Diego County Sheriff's Department.When the woman confronted the perpetrator, he left the store. He was described as a roughly 5-foot-9-inch, brown-haired Latino who appeared to be about 40.Anyone with information about his identity or whereabouts is asked to call San Diego County Crime Stoppers at 888-580-8477 or contact the agency online at sdcrimestoppers.org. SAN DIEGO (CNS) - An additional 10,000 households economically impacted by COVID-19 are able to apply for rent relief from San Diego County Tuesday, part of million county supervisors allocated for just such a purpose.County residents economically impacted by the pandemic could qualify for assistance of up to ,000 to pay for past-due or upcoming rent through the second wave of the Emergency Rental Assistance Program starting Tuesday.County leaders are anticipating awarding more than million in assistance to residents who applied during the first round of applications at the beginning of October, although details about when that money is expected are scarce.For the new round of funding, the county will review applications as they are received and will continue to take applications until funds are depleted. Those who apply will be able to check their application status online at any point in the process.To be eligible, households must be renting and have experienced a financial hardship directly related to COVID-19. This includes a loss or reduction of income or an increase in medical expenses.Households must also fall under 60% of the area median income to qualify. For example, to be eligible, a single-person household can earn up to ,540 and a four-person household can earn up to ,300. The program will be able to assist about 10,000 households.Residents who live in cities with their own COVID-19 rental relief program will not be eligible for the county program unless their cities' funds have already been depleted.Also, applicants must not receive any other forms of housing subsidy, such as Section 8 or other rental assistance programs, rapid rehousing assistance or rental assistance from nonprofit agencies.Only one application per household will be accepted and the applicant's landlord must agree to participate in the program for the county of San Diego to process the emergency rental assistance grant.Applicants can find more program information, including how to apply and detailed eligibility criteria, at https://www.sandiegocounty.gov/sdhcd/community-development/COVID-19-Emergency-Rental-Assistance-Program.html. 2175
