SAN DIEGO (KGTV): A vacant lot next to the College-Rolando area library has become a dumping ground for homeless people and their trash. Now neighbors are fed up and want the owners to do something about it."My house is not even this trashy," says Erin Webster, who visits the library every day. "I keep my house clean. I think we should keep this whole community clean."The lot, at 6650 Montezuma Road, is owned by 52 Blue Falcon LLC, an investment group. They've filed paperwork with the city to build a 4-story Holiday Inn Express on the property. They're still waiting for final city approval."Everybody's trying to get through this process as quickly as possible," says Jeannette Temple with the Atlantis Group, who is a consultant on the project.In the meantime, homeless people have broken through the fence blocking off the lot. There are piles of mattresses, food, tents, electronics and other garbage piled up on every side.Temple told 10News the owners hired a cleaning company to come this week and remove the trash. She also says they have contracted with a security company to come twice a day and kick out anyone who doesn't belong.She says they welcome the complaints from the community and the owners want to know when things aren't right."We appreciate their eyes and ears because we don't want anything bad to happen at the property either," says Temple.Temple says the owners hope to start construction on the hotel at the start of 2019 and it should take about 18 months to finish.City of San Diego representatives say there are ways people can report problem properties in their neighborhood. SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. San Diego (KGTV)- Today marks 18 years since the terror attacks in New York. As millions around the country reflect on 9/11, San Diegans are honoring those who lost their lives that day. A ceremony was held at the Veterans Museum, in Balboa Park this morning, where many had a chance to ring America's Freedom Bell in honor of the victims. The names of all nearly 3,000 people who lost their lives were read. "Its that fear of this could happen again," says Michael Timson. "That's why we have to have tributes like this; to remember, to be ready, and to honor the people who lost their lives that day."America's Freedom Bell was first rung 23 times for the law enforcement officers who were killed. The bell was forged with 11 pounds of steel from the World Trade Center. "I saw the second plane hit and I said this isn't an accident. This is an attack," says Timson. "It was really hard for me to understand what was going on."The ceremony symbolically started at 8:46 a.m. to coincide with the time in which the first tower was hit. "These are people, innocent people, in two buildings and the pentagon that were hit by terrorists," says Richard Rovsek, Chairman of the Spirit of Liberty Foundation. "I think Americans should never forget that."Bell ringers will receive a personalized commemorative certificate which will include a full list of the victim's names. SAN FRANCISCO (AP) — A jury on Monday ordered agribusiness giant Monsanto Co. to pay a combined .055 billion to a couple claiming that the company's popular weed killer Roundup Ready caused their cancers.The jury's verdict is third such courtroom loss for Monsanto in California since August, but a San Francisco law professor said it's likely a trial judge or appellate court will significantly reduce the punitive damage award.The state court jury in Oakland concluded that Monsanto's weed killer caused the non-Hodgkin's lymphoma Alva Pilliod and Alberta Pilliod each contracted. Jurors awarded them each billion in punitive damages in addition to a combined million in compensatory damages.A federal jury in San Francisco ordered the weed killer maker in March to pay a Sonoma County man million. A San Francisco jury last August awarded 9 million to a former golf course greens keeper who blamed his cancer on Monsanto's Roundup Ready herbicide. He said judges rarely allow punitive damages to exceed four times actual damages awarded.The California Supreme Court ruled in 2016 that any punitive damages exceeding 10 times the compensatory damages are likely unconstitutionally high. The court didn't propose a ratio it felt correct, but said punitive damages should almost never exceed nine times actual damages, it said.The punitive damages awarded Monday are 36 times the actual damages.The lawsuits have battered Bayer's stock since it purchased Monsanto for billion last year and Bayer's top managers are facing shareholders discontent.Chairman Werner Wenning told shareholders at Bayer's annual general meeting in Bonn last month that company leaders "very much regret" falls in its share price. SAN DIEGO (KGTV)- Thieves hit a well-known business causing thousands of dollars worth of damage. Bill Howe Plumbing, located on Aero Drive, had their work trucks vandalized as thieves steal gas from the gas tanks. Fleet manager Rhett Wheeler says the business has been targeted at least three times in the last month. “Its a shock that someone will crawl underneath a car with a drill, drill a hole in a gas tank, to steal a couple of gallons of gasoline,” says Wheeler. Thieves have damaged at least 10 vehicles, costing the family-owned company around ,000 in damages. “We end up losing a truck for two or three days per occurrence,” says Wheeler. Wheeler is urging everyone, including businesses, to check their vehicles of leaking gas before driving off. The company has reported the incidents to police. Managers are also working on more security measures for the future. 889
