Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "My goal was to try to change the perception."It’s a challenge across the country, but in the city of Harvey, especially, trust between an officer and the community they serve is hard to build."A couple years ago, the department was raided by the FBI. The department was raided by the state police. There’s a history here that we can’t ignore, and we want to show them we aren’t the same old Harvey," said Police Chief Robert M. Collins, Jr. of the City of Harvey Police Department.With the department’s new direction, comes new technology. It's an effort, "to weed the bad ones out so that we’re able to have a police department full of officers that are here willing to come to work for the citizens," said Officer Ellis.The department now has an early-intervention system for officer behavior run by Chicago company Benchmark Analytics. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said. One day after 17 lives were taken during a school shooting in Florida, a grandmother in Everett, Washington was given credit on Thursday for foiling a planned school shooting, according to a police press release. According to the press release released on Thursday, the grandmother of 18-year-old high school student Joshua Alexander O'Connor called 911 after finding O'Connor's journal that allegedly detailed plans to kill classmates. After the grandmother showed law enforcement the journal, O'Connor was arrested on Tuesday for attempted murder. Police said detectives seized O’Connor’s journal, inert grenades, a cellular phone and a High Point 9 mm carbine rifle following a search warrant. “This is a case where the adage ‘see something, say something’ potentially saved many lives,” said Everett Police Chief Dan Templeman. “It is critically important for community members, to include students and parents, to remain observant and immediately report odd or suspicious behaviors with our children or with fellow students. We were fortunate that a family member believed there were credible threats and contacted law enforcement for further investigation. I’m sure the decision was difficult to make, but fortunately, it was the correct one.”O'Connor's bail has been set at million. O'Connor is a student at ACES High School in Everett. OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News. The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. The COO says the move protects the entire hospital from possibly having to close."That is a reason, that is one of the issues that we are facing, lack of psychiatric care for those patients," said Hospital COO Scott Livingstone. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports" will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."
