SAN FRANCISCO (AP) — A woman who drove off a Northern California cliff last month in an SUV carrying her wife and children was drunk, authorities said Friday.Toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said that data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene.Two more are missing and another body has been found but not identified.The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. (KGTV) - A new group of leaders has the California GOP ready to take on the 2020 elections and rebound from a disastrous 2018 cycle.Over the weekend, the GOP elected Jessica Patterson as their state-wide Chair. She's the first woman and first Latina to ever hold the top spot in the state party.They also elected a Taiwanese immigrant, Peter Kuo, as Vice-Chair. And the new Treasurer, Greg Gandrud, is openly gay.Analysts say that gives them a more diverse group of leaders that can reach out to more voters across the state.But newly elected Secretary Randy Berholtz, who lives in San Diego, says their election within the party had nothing to do with demographics."I think what the delegates did is pick the best person for each of the positions," Berholtz says. "It just so happens that the people were of different ethnicities and sexes and ages and everything else."Berholtz says he saw an energized party at the convention, ready to bounce back from 2018.In that election, Republicans lost 7 seats in the US House of Representatives. Loses in local legislative races also gave democrats a super-majority in the California House and Senate. Republicans only hold 19 or 80 seats in the House and 11 of 40 seats in the Senate.The election also continued a streak of no Republicans winning statewide office since 2006.Berholtz says a strong Republican party is a good thing for the state."California needs to have a good second party," he says. "If not, nobody's watching the party in power. And we want to tell the voters that we're watching."In the last election, Republicans only made up 24% of the registered voters. That put them behind Democrats and people who registered as "No Preference."Political analyst John Dadian says it could take as long as 10 years for the GOP to turn that around."The main strategy has to be to bring some of those, 'prefer not to state' voters back," says Dadian. "It's all in the messaging, because California isn't just a blue state, it's a deep-blue state."Berholtz says his party will use a focus on family, personal initiative and good government to turn the tide. He also says they'll look to a more grass roots campaign to try and elect leaders from the bottom-up."We're energized right now," he says. SAN DIEGO (KGTV)— Surfers and swimmers stayed away from San Diego waters after the National Weather Service issued a high surf advisory Saturday. Conditions were deemed dangerous for Southern California coastlines, with the highest waves reaching eight to ten feet in San Diego County.10News met San Diego locals Derek Janich and his daughter Kaylee at Ocean Beach. “No plans to get into the water today. Maybe on a more warm day,” Janich said. “It’s a little blown out and a little cold, lately. Definitely big surf today. You have to be careful when you’re in the water.”But out-of-towners Benjamin Guffee and his children could not resist dipping their toes in the San Diego waters. “It’s in a pool back in St. Louis, so they’re not used to this,” Guffee said. With gusty winds, water temperatures in the mid-50’s and waves jumping onto the Ocean Beach Pier, access to the pier was closed off, disappointing some visitors.“It’s normally, open — a nice walk. SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. SAN DIEGO, California — Two new charges have been filed in the case against a La Jolla restaurant owner accused of sexually assaulting multiple women.Authorities say five victims have now come forward claiming Daniel Dorado, 59, sexually assaulted them.The fifth victim came forward after last week’s arraignment, telling the San Diego Police Department about an incident that happened in 2014.Prosecutors say the assaults took place over a nine-year period beginning in 2009 and ending in January of 2018.Dorado pleaded not guilty earlier in April to 14 counts brought against him, including rape of an unconscious person.Dorado was arrested in March. One of his accusers claimed she was drugged and raped by Dorado three years ago at his Bird Rock-area restaurant Voce del Mare.Prosecutors in the case say two victims were sexually assaulted at the restaurant while three others were assaulted elsewhere.
