NEWBURY PARK (KGTV) -- A wind-driven brush fire has erupted in Southern California, burning near structures in the Newbury Park area of Ventura County.Cal Fire says the Hill Fire has quickly grown to 5,000 to 7,000 acres, shutting down both directions of Highway 101, as of 4 p.m. More than 160 firefighters have been dispatched, and eight air tankers have been ordered.At a Thursday night news conference, Ventura County fire officials said they expect the blaze to burn all the way to the Pacific Ocean. Should winds pick up, the blaze could reach the ocean by Friday morning. According to firefighters, the fuel burning hasn't seen a wildfire in a long time, adding to the intensity of the fire. One firefighter did receive minor injuries fighting the blaze. The nature of the injury wasn't specified. The Hill Fire is about 5 miles from the site of a shooting Wednesday night at a bar in Thousand Oaks, California, in which 12 people were killed.It's the second brush fire in the area as another fire, dubbed the Woolsey Fire, had burned about 300 acres to the east in the Bell Canyon area as of 4 p.m.Gusty Santa Ana winds are blowing through Ventura and neighboring Los Angeles counties at about 25-30 miles per hour. NEW YORK — An influential scientific panel on Tuesday voted to recommend to the CDC that when a COVID-19 vaccine becomes available, both front line health care workers and residents in long-term care facilities should be prioritized first. The Advisory Committee on Immunization Practices voted 14-1 in favor of adopting the following recommendation: When a COVID-19 vaccine is authorized by FDA and recommended by ACIP, vaccination in the initial phase of the COVID-19 vaccination program (Phase 1a) should be offered to both 1) health care personnel and 2) residents of long-term care facilities.Watch the meeting live here."About one (American) dies every minute from COVID-19. During this ACIP meeting, about 120 people will die," Dr. Beth Bell said during initial remarks at the beginning of the virtual meeting Tuesday.The ACIP met Tuesday afternoon in an open-to-the-public, virtual meeting to vote on the proposal that gives priority to health care workers and patients in nursing homes and other long-term care facilities. The two groups together represent around 23 million Americans out of a population of about 330 million; about 21 million in health care professions and less than 3 million adults living in long-term care facilities.Current estimates project around 40 million doses combined available by the end of 2020. And each vaccine product requires two doses.The CDC said Tuesday they expect 5-to-10 million doses available each week after a vaccine is authorized by the FDA. They say these numbers necessitate the need for sub-group prioritizing, since not all health care workers or long-term care facilities can be vaccinated at once. Another consideration the panel discussed is not having an entire unit or group get vaccinated at once; if there are side effects like fatigue or other symptoms that necessitates taking a day or two off, this could leave a unit critically short-staffed. During Tuesday's presentation, Dr. Kathleen Dooling talked about statistics from COVID-19 patients in the US and how it lead to health care workers and long-term facility staff and patients to be at the top of the vaccine list. Long-term care facilities are responsible for six percent of COVID-19 cases and 40 percent of COVID-19 deaths in this country, she said. Later this month, the Food and Drug Administration will consider approval of two vaccines made by Pfizer and Moderna. The panel meeting Tuesday said they hope to learn more about the safety and effectiveness of the vaccines as more information is released by the FDA.Dr. Dooling said one of the questions they hope to ask about the Phase 3 trial data of both Pfizer and Moderna is how effective one dose of the vaccine has shown to be. They will also be taking a deeper look at the age groups of those included in the trial, and the efficacy of the vaccines on older people. Some of the comments during the public comment section referenced the lack of transparency released at this time about the vaccines and the panel trying to make vaccination decisions without it. However, the panel, while voting, expressed faith in the FDA's process of approving the vaccine as safe for all Americans. Once vaccines are given, the CDC and FDA will be asking all health care providers and facilities to use the existing Vaccine Adverse Event Reporting System, VAERS, to monitor any side effects and adverse reactions to the COVID-19 vaccines. The advisory panel will meet again at some point to decide who should be next in line. Among the possibilities: teachers, police, firefighters and workers in other essential fields such as food production and transportation; the elderly; and people with underlying medical conditions.Experts say the vaccine will probably not become widely available in the U.S. until the spring.ACIP is a 15-member panel of outside scientific experts, created in 1964, that makes recommendations to the director of the Centers for Disease Control and Prevention, who almost always approves them. Childhood vaccine schedules are one example of the work of this group. The recommendations are not binding, but for decades they have been widely heeded by doctors, and they have determined the scope and funding of U.S. vaccination programs.It will be up to state authorities whether to follow the guidance. North Korea appeared to destroy at least three nuclear tunnels, observation buildings, a metal foundry and living quarters at its Punggye-ri nuclear test site on Thursday, in a process observed by invited international journalists.A CNN crew at the remote mountain site in the country's north witnessed explosions at nuclear tunnels 2, 3 and 4, from observation decks about 500 meters away.They were among two dozen journalists invited into the country to observe the apparent destruction of the site, which comes just weeks before a planned meeting between North Korean leader Kim Jong Un and US President Donald Trump.The journalists spent about 10 hours on the ground at the nuclear test site before leaving by train for the 12-hour journey back to the North Korean coastal city of Wonsan.North Korea announced on April 20 that the country had "realized nuclear weaponization," and would no longer need to test nuclear weapons. To demonstrate its commitment, it said it would destroy the nuclear test site.North Korea said inviting international media to the event would "ensure transparency of discontinuance of the nuclear test."Before the explosions, the journalists said they were invited to look inside three of the four tunnels, which appeared to be rigged with explosives, before moving a safe distance away to witness their detonation.The amount and type of explosives used were not described by the regime. The CNN journalists present described seeing "soccer ball" sized and shaped explosives, rigged alongside one another, visible for a distance of around 35 meters inside the tunnels.The journalists watched a succession of explosions, and when they were finished were allowed closer to inspect the damage. Each tunnel was caved in, with rubble blocking the entrance.There were no international experts in the invited group and no one was present who was able to assess the explosions in order to tell if they were deep enough to destroy the tunnels.North Korea has conducted six nuclear tests at the site, which lies more than 200 miles (370 kilometers) north of Pyongyang, the most recent and powerful of which was in September 2017.There are four tunnels at the site, although journalists only witnessed the destruction of three. A fourth tunnel used for one nuclear test in 2006 had already been shut down, North Korean officials said. The journalists were also shown two additional tunnels that the North Korean officials said had never been used before.Before Thursday's explosions, experts had warned that the tunnels' destruction could destroy valuable evidence of the state of North Korea's weapons program. They told CNN they would want to take samples, as well as radiation counters to assess the levels in the atmosphere.Journalists who attempted to take radiation measuring equipment into North Korea said it had been confiscated.Tom Cheshire, a correspondent with Britain's Sky News, said his team's satellite phone and radiation dosimeter -- a device to measure nuclear radiation -- was taken away by security at Wonsan airport. Nitro is coming to a Starbucks near you.Every company-operated US Starbucks location will offer the nitrogen-infused cold brew coffee, which comes out of a tap, by the end of next year to meet customer demand, the company said on Thursday.The expansion is part of Starbucks' plan to sell more products next year — especially as Frappucino sales slip.Frappuccinos used to help drive sales for Starbucks. But in recent years, increasingly health-conscious customers have turned on the sugary blended beverages.Cold drinks like iced espresso, cold brew and Refresher juice drinks have driven more than 80% of Starbucks' beverage growth over the last two years, said Roz Brewer, chief operating officer for Starbucks, during the company's investor day presentation."As you know, our primary softness has been centered around Frappuccino," Brewer said on Thursday.Frappuccino drinkers tend to treat the drink as a one-off purchase, she noted. But customers are more loyal to cold brews and iced coffees. "These categories are more habitual and create more brand affinity," she said.The company is not moving away from Frappuccinos, Brewer noted. Starbucks is just offering new options for the blended drinks and expanding its cold drink portfolio.Starbucks started selling Nitro in its Roastery and Tasting Room in Seattle. The brew was such a hit that Starbucks expanded it to 500 Starbucks stores later that year.Right now, 2,500 out of 8,500 US company-operated stores serve Nitro cold brew. The expansion is "pretty substantial for us," Brewer told CNN Business.Nitro-serving taps will be added to all Starbucks stores, Brewer added. "That equipment is coming in around the country now."Brewer said she especially likes how Nitro looks when it's being poured into a glass. That "little bit of theater," she said, adds a visual element to the drink.The company also plans to expand its blended coffee offerings next year."We've got some new things coming ... that will allow us to use Nitro technology plus cold foam," Brewer said. Starbucks introduced cold foam, which tops some of the company's iced drinks, this year.
