WASHINGTON, Sept. 13 (Xinhua) -- The U.S. Department of Health and Human Services (HHS), with several partners, on Tuesday launched Million Hearts, an initiative that aims to prevent one million heart attacks and strokes over the next five years.The program will focus on helping Americans make healthy choices, such as preventing tobacco use and lowering consumption of salt and trans fats, and increasing use of treatments like aspirin and blood pressure and cholesterol-lowering medications.The HHS hopes that by 2017, 65 percent of high-risk patients will be taking aspirin and have their blood pressure and cholesterol under control. Currently, only 47 percent of high-risk patients take aspirin, and only 33 percent have their cholesterol and 46 percent their blood pressure under control.They also aim to cut smoking to 17 percent of Americans from 19 percent by 2017, and seek a 20 percent drop in sodium intake and a 50 percent drop in trans fat consumption."Heart disease causes one of every three American deaths and constitutes 17-percent of overall national health spending," said HHS Secretary Kathleen Sebelius in a statement. "By enlisting partners from across the health sector, Million Hearts will create a national focus on combating heart disease."

BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Experts said the numbers are expected to increase in the coming week."We hope the number of cases will go down but we fear it will worsen," said Oliver Grieve, spokesperson with the University Medical Center Schleswig where most German victims are being treated.The German government has identified the pathogen as hemolytic-uremic syndrome (HUS), a serious complication of a type of E. coli known as Shiga toxin-producing E.coli (STEC). The bacteria could damage blood cells and kidneys, and hence cause deaths.A woman in her 50s was confirmed to be the first fatal victim out of Germany by a local hospital on Tuesday. Officials at the hospital in Boras, southwestern Sweden, said the woman, who had recently traveled to Germany, was admitted on May 29.Swedish health authorities already said on Sunday that 36 people, all linked to travel in northern Germany, had been confirmed to have infected with E.coli, whereas cases were also reported in France, the Netherlands, Denmark and Britain.It was the second food scare for European consumers this year. BEIJING, Aug. 14 (Xinhua) -- China's National Energy Administration (NEA) announced Sunday that the country's total electric power consumption rose 12.2 percent from a year earlier to 2.69 trillion kilowatt-hours (kwh) during the first seven months of this year.In July alone, power consumption was up 11.8 percent year-on-year to 434.9 billion kwh, according to the NEA.During the first seven months, power consumption in the country's primary industries rose 5.1 percent year-on-year to reach 59.1 billion kwh; power use in secondary industries totaled 2.0253 trillion kwh, up 11.9 percent; consumption in tertiary industries surged 15.5 percent to reach 285.3 billion kwh.Meanwhile, consumption by residents in both urban and rural areas rose 12 percent to 317.2 billion kwh.Power generated by China's newly-built power plants reached 41.23 million kilowatts during the January-July period, of which 7.69 million kilowatts was hydro-generated and 27.74 million was coal-fire generated.

According to the USDA, from March 5 next year, if the E. coli serogroups O26, O103, O45, O111, O121 and O145 are found in raw ground beef or its precursors, those products will be prohibited from entering commerce.Like E.coli O157:H7, these serogroups can cause severe illness and even death, and young children and the elderly are at highest risk."The Obama Administration is committed to protecting our food supply and preventing illnesses before they happen," said Agriculture Secretary Tom Vilsack in a statement. "Today's announcement does exactly that by targeting and eliminating contaminated products from the market.""Too often, we are caught reacting to a problem instead of preventing it.
