SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. SAN DIEGO (KGTV) - A San Diego man was walking downtown to his apartment with a pizza Thanksgiving Day, about to spend the evening alone, when he met a gentleman who asked for a slice.The two sat down, shared the pizza and a conversation. The man who bought the pizza, Broc Costa, said the conversation with the homeless man was enlightening. He learned the man was a veteran trying to get mental health services in California, splitting his time between San Diego and Arizona where his wife and kids live.He said it was too expensive to live or buy a hotel room here so he was on the street. "To be blunt, we're all about one or two paychecks away from being in the same situation," Costa said.So next year he bought 5 pizzas to hand out, the next 20 and the year after that, 20 more.This tradition started 7 years ago.Now Costa's raising money and sending volunteers across the county to deliver pizzas to homeless where they reside."It would be really cool for him to see what he started, because he's just as important in this as I was," Costa said he wishes him the best.This year they're at Petco Park's tailgate parking lot near the pedestrian bridge, in Escondido and Pacific Beach delivering more than 50 pizzas and serving 500 to 1,000, according to Costa. 1304

SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. The company behind the project plans to open the multi-concept development in phases, with the retail space scheduled to open first in the beginning of March. The residential area is set to open in the summer of 2019 with offices on the property following in 2020. SAN DIEGO (KGTV) — An unexplained odor was detected late Friday by several San Diego residents, from Point Loma to San Marcos.The National Weather Service San Diego tweeted they were unsure what was causing the "funky smell around San Diego," after residents began reporting the odor.They added that they could also smell it at their Rancho Bernardo offices. 366
