SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway. SLSCO is also in charge of that project.Then in July 2019, construction on 15 miles of pedestrian replacement wall will start, with 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ... Dr. Watanbe is a radiologist, and the Chief Medical Officer for CureMetrix, an artificial intelligence (AI) technology company focused on early breast cancer detection.Their FDA-cleared software is able to learn, using millions of mammograms, to identify, mark, and score anomalies. "Cancers that were missed by a radiologist were detected by the machine, some of them weren't even small, sometimes they were just obscured by dense tissue," said Dr. Watanabe.She says the technology has found breast cancer up to five years earlier than it was found by the human radiologist. "It may detect features on mammograms the human eye can't detect," said Watanabe.The technology is already being used by doctors around the world and is also available to anyone with internet access.Women can pay 9 to get their own CureMetrix second opinion by uploading their mammogram to the online portal DocPanel.Dr. Watanabe says the software is not meant to replace humans but rather help them do their job better.San Diego resident Amanda Caniglia says the technology gave her peace of mind.
