SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066

SAN DIEGO (KGTV) - A dog named Roadrunner was spotted on camera escaping a coyote in an incident that’s happening more than ever before, according to the Helen Woodward Animal Center. The shelter’s veterinarians got a call from neighbors in Vista last month. One of the residents saw a small dog repeatedly on the run from coyotes in the Creekside and Brengle Terrace areas. Neighbors kept in touch through NextDoor as many of them tried to lure the dog to safety. Babs Fry, whose nonprofit “A Way Home For Animals” helps rescue pets, was able to save Roadrunner. She brought the dog to the Helen Woodward Animal Center for a free checkup. “We were concerned that Roadrunner may have been bitten and would require Rabies shots and months of downtime, but he was one of the lucky ones who managed to escape without incident,” said Animal Health Supervisor Madison Hughes. Roadrunner was treated for malnourishment, and skin and flea issues, shelter officials said. Fry took him home for a full recovery and will start interviewing potential adopters next week. Roadrunner’s story is increasingly common, according to Helen Woodward Animal Center officials. The shelter has received more reports of coyote attacks and the deaths of pets than ever before. The increase in coyote encounters may be due to last year’s fires, seasonal drought, heat, and recent housing development, shelter officials said. The Helen Woodward Animal Center has tips to protect your pets from coyotes:Don’t keep pet food or water outside, especially at nightSupervise your pets while outdoors, especially smaller dogsPick up fallen fruit from trees in your yard.Keep your cat indoors, especially between dusk and dawnThoroughly clean your grill and if possible store it in a garageNever leave dogs tied up outsideDo keep your dog on a leash on walks and hikes in order to keep them in close proximityBring a whistle or bear spray along on hikes and walksSix-foot tall fences are most effective in keeping coyotes out. For extra protection “coyote runners,” devices that can be installed on the top perimeter of tall fences and cause a coyote to slip off when trying to hop over are effective.NEVER run away from a coyoteMake loud noises, yell, spray a garden hose in their direction or squirt vinegar, bang pots and pans together, throw sticks, cans, rubber balls or other small objects toward (not at) the coyote. SAN DIEGO (CNS) - Violent crime dropped in San Diego County in the first half of the year for the first time in six years, even though the region saw a spike in the number of homicides, according to a report released Tuesday by the San Diego Association of Governments.The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,356 in 2020, down from 5,545 last year.Mid-year violent crime totals from recent years were 5,510 in 2018; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounted to a 4% bump in violent crime.The report found there were 52 homicides in the first half of 2020, a dramatic increase from 38 homicides measured at the halfway point last year.A month-by-month breakdown of the homicides this year showed that seven were recorded in January, three in February, 11 each in March and April, and 10 each in May and June. In 2019, January had five homicides, February had six, March and April each had six homicides, May had eight and June had seven.Among homicides in which motive could be determined, 22% were attributed to robbery -- compared to 4% last year -- and 3% were attributed to gangs -- down from 19% last year, according to the report. No homicides were attributed to domestic violence this year, while 19% of last year's homicide were considered domestic violence-related.The report also found that overall domestic violence cases reported to law enforcement in 2020 increased each month from January through March, then decreased slightly in April and May before rising 3% in June, compared to the same time in 2019."The zig-zag percentages of reports in domestic violence regionwide could be attributed to the pandemic," SANDAG director of research and program management Cynthia Burkem said. "When you factor in social distancing, including families isolating together during stressful times and with less contact with mandated reporters, it could affect an individual's willingness to report a crime to police."Reports of rape fell to 432 after reaching 539 at the midway point of 2019. Further analysis showed the biggest month-to-month changes from this year compared to last year were seen in April and May.The number of reported robberies dropped 10% -- from 1,410 in 2019 to 1,268 this year -- while the number of aggravated assaults increased 1% -- from 3,572 in 2019 to 3,604 this year.Reports of property crime totaled 24,512 in the first half of this year, down from 27,239 during the same period in 2019.In 2020, 3,624 burglaries were reported throughout the county, a 3% drop from the first half of 2019. Residential burglaries decreased 19%, but non- residential burglaries increased 9%.Property crimes includes burglary, larceny and motor vehicle theft. SAN DIEGO (KGTV) -- A father and daughter were taken to the hospital for injuries related to an apartment fire in Carmel Valley Tuesday afternoon. According to the San Diego Fire-Rescue Department, firefighters were called to an apartment complex on the 12000 block of Torrey Bluff Drive around 4:30 p.m. The department says the man was taken to the hospital with burns to his hands and face while his daughter was hospitalized for smoke inhalation. The fire was reportedly contained to only one room of the apartment. Preliminary investigations revealed that the blaze may have been started by some sort of device the father was using to smoke.
