On Aug. 26, 2017, 15-year-old Damon Grimes was involved in a police pursuit while driving an ATV in Detroit. That pursuit ended in a crash that claimed Grimes’ life.Reporters at Scripps station WXYZ in Detroit requested video from the crash under the Freedom of Information Act, and received 25 hours worth of video from police body cameras and dash cameras, surveillance video and cell phone video shot by witnesses that tell the story of the senseless death.Officials did not provide footage from the dash cam of the pursuit by Michigan State Troopers, Mark Bessner and Ethan Berger.At 5:31 p.m., video shows Damon Grimes riding his ATV down Rossini Avenue and Gratiot in Detroit. Hell no!” Wade said. “They got lights and sirens. We only do that for police. If an officer gets shot we’ll do that.”“I didn’t know they were chasing a four-wheeler,” said Stephenson.Damon Grimes was pronounced dead on arrival at St. John’s Hospital.Due to his insensitive comments, Detroit Police Officer Aubrey Wade was reassigned.Trooper Mark Bessner, the passenger in the MSP vehicle in pursuit, is accused of breaking protocol and taser use. He is awaiting an August murder trial. He resigned from Michigan State Police.The Grimes family has filed a million civil suit against Bessner. OCEANSIDE, Calif. (KGTV) - The San Diego Humane Society is asking for the public's help in solving an animal cruelty investigation. Around 5:30 p.m. on April 29 Humane Officers received a call about a loose goat running in and out of traffic at the busy Oceanside intersection of College Boulevard and Marvin Street.Oceanside resident Scott Palmer made the call when he noticed the goat on his commute home. “I literally told him to sit and stay, don’t know what I was thinking but I tried to distract him, and then he followed me to my car," said Palmer.Palmer described him as being as friendly as a dog.A Humane Law Officer picked up the goat and then received surveillance video of the incident. The footage shows two people abandoning the goat and driving away in a 4-door, white pickup truck.“It’s ok for you to come to us, please don’t abandon your animals when you can bring them to San Diego Humane Society and we'll take care of it for you," said Dariel Walker, with the Humane Society. She says if you cannot afford the fee, the Humane Society can still help. OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

OCEANSIDE, Calif. (KGTV) - An Oceanside man says his dog is healing from a close encounter with a coyote that was caught on his doorbell camera. CC, a 13-year-old Maltipoo, was attacked by the coyote Wednesday about 9 p.m. at her home on Morgan Creek Way. “Thinking I’m never going to see her again,” said Joe Vines Jr., CC’s owner. Video from the Ring camera shows CC scurrying into the front yard as Vines locks his door. He was about to put CC in the car to run errands when he heard her cry for help. Vines turned around to find CC in the coyote’s jaws. RELATED: Dog named Roadrunner escapes coyote in chase down Vista street“His whole mouth was around her body, holding her like that,” Vines said. “In my head I’m thinking, I’m not going to let me dog….I’m not going to let her leave in someone's mouth.” Vines chased down the coyote, which dropped CC nearby. CC had several deep bites. She suffered two broken ribs and now has breathing problems. Vines will keep a closer eye on his dog from now on. ORANGE COUNTY, Calif. (KGTV) - When an earthquake strikes seconds of warning can save lives. That's why, for decades, the United States Geological Survey (USGS) has been working with partners to create a warning system to do just that. "Eventually we would like to have something like an Amber Alert where you would get a text message that says shaking is about to occur in your area in a few seconds," said Alex Cadiao, a USGS Field Engineer.He's part of a small team which travels to remote parts of the state to install earthquake sensors into the ground. They provided 10News exclusive access to the region's newest sensor in Orange County. RELATED: 'ShakeAlert' message buzzes San Diego County phones"Ultimately we just want a grid across the whole state," said Christopher Bruton, Research Engineer at Caltech's Seismological Laboratory. There are 45 sensors throughout San Diego County, and dozens more are planned for the rest of Southern California. "The more sensors we have, the better the data, the greater coverage we have and better the quality, and faster response time of these stations," said Cadiao. The sensors work by detecting the initial, less-destructive waves of an earthquake, alerting people shaking is coming and to take cover.Seconds of warning can be critical for surgeons in the operating room, halting trains, or shutting off gas lines. The City of Los Angeles currently has the ShakeAlert app available to people in the city; the hope is that technology will eventually work statewide. "I get a lot of gratification knowing one day this will help save a lot of lives," said Cadiao. The engineers say it will likely be a few more years until all of Southern California will get ShakeAlert warnings on their cell phones. It's being tested in small groups, but they want to make sure the technology is reliable before making it available to everyone. 1888
