Police in Bismarck, North Dakota, want to put AR-15 rifles in some schools so school resource officers can respond more quickly in the event of an active shooter.Police asked for almost ,000 in their 2019 budget request to buy the rifles, heavy body armor and bleeding control kits for the city's nine high schools and middle schools, Bismarck Police Chief Dave Draovitch told CNN.The money will also be used to buy a safe at each school to keep the equipment away from students, teachers and staff."The SROs (school resource officers) will be the only ones who have access to this equipment," he said.The cost would be split with the school system."Hopefully we never find ourselves in a situation of an active shooter. But if we do, we really want to make sure that our SRO's are equipped with the tools that they need to do their job effectively," Bismarck Public Schools safety coordinator Becky LaBella told CNN affiliate KFYR.Draovitch said Bismarck school resource officers are police officers and are trained to respond immediately to stop an active shooting."Whatever they have to do to stop that threat, that's what we expect our officers to do," Draovitch said.They keep AR-15s and the other emergency equipment in their vehicles, but that's not as useful if there's an active shooting situation inside the building."If something happens they're not going to have time to go running out to their cars," Draovitch said. "All we're trying to do is make it more accessible so they can get to it more quickly."AR-15s are lightweight, rapid-fire rifles. Besides being used by law enforcement, the guns have been used in some of the most notorious and deadly mass killings in recent history.Draovitch says having the bleeding control kit -- which has tourniquets, gauze and other supplies for treating gunshot wounds -- could be the most important part of the plan."If, God forbid, something does happen, getting aid quickly is going to be key," he said.He said city officials began discussing the plan after the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students and faculty."After that happened, we really got to talking with our schools about what can we do better, what can we do differently," Draovitch said.The city will vote on the budget next month and Draovitch expects it will pass. If the money is approved, they will get the equipment in January."We're just trying to plan for the worst and we're always hoping that we never have to use this stuff," Draovitch said. 2569

But have you ever thought to use the website to find a daycare?The site can sometimes be a dumping ground for complaints. So, is it credible when looking for someone to look after a child? Researchers at Arizona State University decided to find out.The study included 40 cities and roughly 50,000 submissions on nearly 10,000 childcare facilities. Three of those 40 cities were Phoenix, Mesa and Tucson.Researchers tell KNXV even they were shocked by the findings.They found, through the reviews, that a majority of parents were meticulous and detailed. More than 75 percent gave a 5-star review.As for why they decided research like this was important, ASU said they wanted to see exactly what parents were looking for in childcare, what they were saying in these reviews and how uncovering that could lead to policy changes that could benefit all children.But, despite overwhelmingly positive reviews, lower-income families often reported more bad experiences, disrespect and a lack of learning for their children.Chris Herbst, an associate professor at ASU, was deeply involved in this study. He hopes this research will encourage parents to keep documenting their experiences."It provides this sort of learning loop for childcare providers," Herbst explained. "So, if providers know the parents... feel a certain way about the program, then providers can use this information to inform their... quality improvement activities."While these reviews are a good start, Herbst stresses that parents have plenty of tools they can use, beyond just basing it on online reviews.One suggestion he gives is using the Quality Rating and Improvement System.Parents can search their state and look-up different facilities to see how this system evaluates and rates the program's quality.KNXV also reached out to Erin Raden for more tools and advice for parents. She is the executive director of the Arizona Early Childhood Education Association.In regards to using online reviews like Yelp, Raden said it is good to use. However, it should not be the only way you make a childcare decision."You may have a parent that's upset about something," Raden said. "And that might be the right choice for them to no longer take their child there. But that doesn't mean that it wouldn't be the right choice for you."Raden also suggests taking your time and visiting at least two or three facilities."It's just going to be a lot about what feels right to you and you should always trust your instincts," Raden explained.She said that it is not about a facility being the most beautiful place, but instead look at how the students are engaged with their instructors. 2826

(AP) — The U.S. government has distributed more than million in assistance for people displaced by the catastrophic wildfire in Northern California, a Federal Emergency Management Agency official said Monday as hundreds of searchers kept looking for more human remains.The massive wildfire that killed at least 85 people and destroyed nearly 14,000 homes in the town of Paradise and surrounding communities was fully contained over the weekend after igniting more than two weeks ago.FEMA spokesman Frank Mansell told The Associated Press that .5 million has been spent on housing assistance, including vouchers for hotel rooms.
