SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. That includes increased oversight on meter readers, addressing a backlog of meters that need repair, and improving communication with customers."We are now holding everyone accountable," said Johnnie Perkins, the city's deputy chief operating officer. SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. Dr. Lovin may petition the Board for a stay and reconsideration of the decision to revoke his license or file a writ in superior court to challenge the decision before it comes effective.” 1945

SAN DIEGO (KGTV) - The coronavirus pandemic is preventing many seniors in skilled nursing facilities from seeing their families. UC San Diego students are working to help combat their loneliness with their Sunshine 4 Seniors project. Students would spend their weekends visiting seniors as part of a volunteer project before classes were canceled at UC San Diego. The pandemic halted their visits. "We came up with this project, which was creating cards for seniors at St. Paul Senior Services," says student Olivia Michael. The goal of the project is for students to "step in and fill the loneliness and isolation that the senior citizen communities are feeling, especially during this pandemic," says Morgan Montoya. The students say loneliness in seniors can have damaging effects on the brain. "Olivia and I are near-cognitive science majors," says Montoya. "Our majors really helped us to understand the problems that loneliness poses. With senior citizens having an abundance of isolation and loneliness, it can actually deregulate the brain and cause a progression of Alzheimer's or depression."The Sunshine 4 Seniors project launched nearly a month ago. So far, more than 200 cards have been sent to seniors in skilled nursing facilities. The students say there are thousands of seniors who are not allowed to see their loved ones during this time. They hope to spread some sunshine to as many seniors as they can. "The goal is just to get as many people writing cards as possible," says Michael. "Any means that you have to do it, I just encourage you to get started." 1586

SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. Officers returned fire and struck Eckstein.RELATED: Suspected gunman killed in shootout at San Ysidro Port of Entry identified as US citizen10News spoke exclusively with a man who witnessed and recorded the gun battle on his cell phone. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. He immediately saw CBP agents throw out spike strips on the ground and the driver of the truck crash into another vehicle. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. He also had many concussions, his Brain didn’t Think like a Normal Person.”Kniss concluded the post with sorrow.“We weren’t okay with the choices Travis had made. SAN DIEGO (KGTV) - The mountain lion euthanized by California Department of Fish and Wildlife wardens is the same animal responsible for attacking a boy at Los Pe?asquitos Canyon Preserve, CDFW announced Friday. The 4-year-old boy was among 11 people hiking the North San Diego County trail Memorial Day when the 80-pound female mountain lion attacked him. Wardens who went to the scene found the animal’s tracks and encountered it moments later. The mountain lion appeared to have little fear of humans: an abnormal behavior, CDFW said. RELATED: Boy attacked by mountain lion in San Diego's Los Pe?asquitos Canyon“The wildlife officers immediately killed the animal to ensure public safety and to collect forensic evidence to potentially match the mountain lion to the victim,” said CDFW officials in a news release. City park officials closed the trail for the public’s safety. DNA analysis from the boy and samples from the animal confirmed the euthanized mountain lion was responsible for injuring the boy.
