Sayfullo Saipov has been charged with federal terrorism offenses in connection with Tuesday's attack in Manhattan in which eight people were killed, according to a charging document from the US Attorney for the Southern District of New York.Saipov, a 29-year-old Uzbek national who was living in New Jersey, is being charged with providing material support to ISIS and violence and destruction of motor vehicles.[Previous story, published at 5:13 p.m. ET]The suspect in New York's deadliest terror attack since 9/11 had planned the attack for weeks and carried out the killings "in the name of ISIS," John Miller, NYPD deputy commissioner for intelligence and counterterrorism, said on Wednesday.Authorities identified the suspect as Sayfullo Habibullaevic Saipov, a 29-year-old Uzbekistan native who came to the US legally in 2010. Saipov allegedly drove a rented truck onto a well-trafficked bike path just blocks from the World Trade Center on Tuesday afternoon.Eight people were killed and more than a dozen injured as the driver carved a path of destruction through several blocks of Lower Manhattan. Saipov crashed the rented truck into a school bus, left the vehicle brandishing imitation firearms and was shot by police, officials said. He survived and was taken into custody, police said.In carrying out the attack, Saipov relied on the playbook laid out by ISIS in recent years, officials said. Miller said that handwritten notes in Arabic found near the scene had both symbols and words, but the general message was that the Islamic State would endure forever."He appears to have followed almost exactly to a 'T' the instructions that ISIS has put out in its social media channels before with instructions to their followers on how to carry out such an attack," Miller said.  1799

(KGTV) — San Diego County will set up a coronavirus testing site at one of the world's busiest border crossings.County Supervisor Greg Cox said Wednesday the testing site will be at San Ysidro Port of Entry's PedWest crossing and serve about 200 tests daily. The testing site will be used for essential workers coming into the U.S. from Mexico and returning U.S. citizens. Dayleen Coleman, the owner of D'liteful Chocolat in San Marcos, is fortunate enough to spend her days creating with chocolate. Coleman calls working with chocolate an art, but she will be the first to tell you, she's not a chocolate maker, she's a chocolatier."We all have are own little specialties when working with chocolate. It's a way to express yourself. You're taking a product and then you are creating with it," Coleman said.But while she continues to produce delectable chocolates, like truffles and other goodies, the current pandemic has forced her to take a new approach to sell her sweets."I love to teach, and that's been my passion. We had to stop our classes for the longest time. I also work with wineries as well, and it all stopped," Coleman said.While D'liteful Chocolat has continued their online sales, they found one way to create more income by starting a membership club. The thinking is, a little chocolate may create happiness for their customers."People wanted to something to still celebrate," says Coleman. "So that's how we came up with our boxes. We started curating these boxes and decided to start a club. SANTEE, Calif. (KGTV) - A report of another car found burning in a driveway is raising questions about a possible fire starter targeting vehicles in Santee.On Shaggybark Drive, Michelle Genshaw and her husband were pulling out of their home two weeks ago -- just before 4:30 in the morning -- when they saw flames in their neighbor's driveway.  A 2007 Acura TL was on fire."It looked odd because there were flames coming out of the front and back of the car, like two separates fires," said Genshaw.Genshaw's husband banged on the door, waking the Arnold family.  Together, they put the fire out with a hose a few minutes later.  Catherine Arnold is thankful the fire didn't spread, but she tells us the car is a total loss."It's really upsetting.  It was my father's car and he passed away and it was the last thing belonging to my dad that I had," said Arnold.Sheriff's investigators were called out and concluded it was arson."We talked to police and they said they smelled gas," said Genshaw.A week and a half later, car alarms sounded along with a Mother's Day inferno on Pearlwood Road.  Neighbors discovered a newly purchased Ford Mustang convertible torched in a driveway.  Mason jars with a flammable liquid were found near the gas tank. Sandy Hook, Orlando, Aurora, Las Vegas, and now Sutherland Springs, Texas. As we struggle to find answers and to come to terms with the reality of mass shootings, one of the key questions is, why?What drives some people to carry out unthinkable attacks? And what do mass shooters tend to have in common?Dr. Richard Cooter is a forensic psychologist at George Washington University. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434
