SAN DIEGO (KGTV) - Customs and Border Protection officials responded Monday to the arrival at San Diego’s U.S.-Mexico border of the first group of migrants from the caravan moving through Mexico. Some 85 people associated with the LGBTQ+ community are near the San Ysidro Port of Entry, according to journalist Jorge Nieto. While the majority of the migrants remain in Central Mexico, the Tijuana group left the others behind because they felt they were being discriminated against, Nieto said.“As the San Ysidro port of entry is at capacity, we anticipate that those individuals will continue to wait in Mexico until CBP is able to take them in to begin processing them, as we already have a number of individuals waiting to be processed,” a CBP spokesperson said Monday.RELATED: Interactive Map: Migrant caravan journeys to U.S.-Mexico border / Timeline: Migrant caravan travels to border / Photos: Migrant caravan makes its way to border“When our ports of entry reach capacity, when their ability to manage all of their missions — counter-narcotics, national security, facilitation of lawful trade — is challenged by the time and the space to process people that are arriving without documents, from time to time we have to manage the queues and address that processing based on that capacity.”CBP officials said the number of inadmissible individuals it can process varies based upon the complexity of the case, available resources, medical needs, translation requirements, holding and detention space, overall port volume, and ongoing enforcement actions.“No one is being denied the opportunity to make a claim of credible fear or seek asylum,” said the CBP.RELATED: First group of migrants arrives in TijuanaOfficials said the agency allows more people into its facilities for processing once space becomes available. Members of the migrant caravan may need to wait in Mexico as officers process others already in their facilities. The LGBTQ+ group took buses to Tijuana and is currently living at an Airbnb in Playas de Tijuana, funded by U.S. lawyers for the group. It is not clear when the group will attempt to seek asylum in the United States. 2169

SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots. The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity. The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. "If just 10 percent of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."RELATED: Abandoned church in San Ysidro to be turned into affordable housingFollowing Tuesday's announcement, pastor Gerald Brown echoed UPLIFT's sentiment.“Churches in our community want to be a part of the solution when it comes to the housing crisis,” Brown said. “This important reform allows us to continue serving our communities in the best way possible, while providing the affordable housing that is so desperately needed.”City leaders also changed municipal code to allow continuing care retirement communities in zones that currently allow multifamily housing and as a conditional use in single family residential zones. The reforms also removed a requirement of an additional permit for multifamily residential developments that involves arranging to allow underground parking. 2369

SAN DIEGO (KGTV) — Arson investigators Saturday were looking into multiple fires set within a three-mile radius of each other in Ocean Beach and Point Loma. The first fire was set at about 1 a.m. on Muir Ave. in Ocean Beach. Three more fires were set on Piedmont Dr. and Catalina Pl. in the Point Loma area, San Diego Fire-Resuce Department said.No structures were damaged and no injuries were reported. Each fire was set in rubbish behind homes, according to SDFD. Due to the proximity and similarities between the small fires, fire officials said the fires were "suspicious" and arson investigators were looking at whether they were connected. No arrests have been made."The San Diego Metro Arson Strike Team (MAST) is investigating several suspicious rubbish fires which occurred last night in the Point Loma and Ocean Beach communities. Investigators are trying to determine if the fires are related," San Diego Police said. City News Service contributed to this report. 981

SAN DIEGO (KGTV) -- At least one person died in a Bay Park crash as rain soaked the roads in San Diego County Sunday morning. According to California Highway Patrol, the crash happened just before 6 a.m. Sunday on northbound Interstate 5 just before Clairemont Drive. CHP reports that the vehicle was traveling at high speeds just before the crash. At least three vehicles were involved in the crash. According to CHP, the driver of a pickup truck crashed into the center divide before being struck by two other vehicles. The driver of the truck was standing outside his vehicle when he was hit and killed by one of the vehicles. The driver was 48-year-old Joseph Vito Berardino, according to the medical examiner. At this time, it’s unclear how many more people may have been injured. 794

SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles. It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague. The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308
