SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. SAN DIEGO (KGTV) — Arson investigators Saturday were looking into multiple fires set within a three-mile radius of each other in Ocean Beach and Point Loma.The first fire was set at about 1 a.m. on Muir Ave. in Ocean Beach. Three more fires were set on Piedmont Dr. and Catalina Pl. in the Point Loma area, San Diego Fire-Resuce Department said.No structures were damaged and no injuries were reported. Each fire was set in rubbish behind homes, according to SDFD. Due to the proximity and similarities between the small fires, fire officials said the fires were "suspicious" and arson investigators were looking at whether they were connected. No arrests have been made."The San Diego Metro Arson Strike Team (MAST) is investigating several suspicious rubbish fires which occurred last night in the Point Loma and Ocean Beach communities. SAN DIEGO (KGTV) -- At least one person died in a Bay Park crash as rain soaked the roads in San Diego County Sunday morning. According to California Highway Patrol, the crash happened just before 6 a.m. Sunday on northbound Interstate 5 just before Clairemont Drive. CHP reports that the vehicle was traveling at high speeds just before the crash. At least three vehicles were involved in the crash. According to CHP, the driver of a pickup truck crashed into the center divide before being struck by two other vehicles. The driver of the truck was standing outside his vehicle when he was hit and killed by one of the vehicles. The driver was 48-year-old Joseph Vito Berardino, according to the medical examiner. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition.
