BEIJING, Dec. 14 (Xinhua) -- The Communist Party of China (CPC) has announced that it would publicize the affairs of grassroots Party organizations by the end of 2011, a further step in its effort to push forward intra-party democracy.The decision was made public on Tuesday by He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, during a national meeting in Beijing where he laid out a five-point plan on the publication of affairs of grassroots Party organizations.He said Party organizations at all levels should fully understand and implement a guiding document that was issued by the General Office of the CPC Central Committee in September.The document called openness in Party affairs the life of the Party and an essential part of the intra-Party democracy, and defined openness in Party affairs as "publication of content, procedures, results and other aspects of Party affairs within a certain scope."Publishing affairs of grassroots Party organizations was an important measure to expand democracy within the Party at the grassroots level, safeguard the democratic rights of Party members, strengthening intra-Party supervision, and regulating the use of power, the document said.He urged Party organizations at all levels to meticulously draw up implementation schemes to ensure that the policy of openness in Party affairs would begin in grassroots Party organizations, including those in enterprises, rural areas, government institutions and schools.He said grassroots Party organizations should willingly publicize its affairs, such as its resolutions, the implementation of these resolutions, and official appointments, in a timely manner except for those concerning classified information of the Party and the state.
BEIJING, Jan. 8 (Xinhua) -- A senior Chinese military official Saturday urged for improved efforts to deal with the work concerning political and legal affairs in the military.Xu Caihou, vice chairman of China's Central Military Commission, made the remarks while addressing participants of a military meeting here.Also a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, Xu urged military officials at various levels to further improve political awareness and their sense of urgency in handling the work concerning political and legal affairs.Praising the remarkable achievements the military has made in work during the past five years, Xu said the armed forces should step up their efforts in this regard to ensure the military's purity and social stability in the coming five years.He noted that the period of 2011-2015 is crucial for China's national defense and military capacity development.Efforts to improve political work should be made towards ensuring the CPC's absolute leadership over the army, as well as maintaining social stability and creating a favorable environment for China's reforms and development, Xu said.Also, he noted, more work should be done to improve the military members' ideological standards and their style of working, adding that unhealthy ways and customs must be corrected.
BEIJING, Dec. 12 (Xinhua) -- China said it will make greater efforts to start six-party emergency consultations because tensions on the Korean Peninsula have not eased."The six-party talks are a very important way to advance the denuclearization process on the Korean Peninsula and maintain peace and stability in northeast Asia. We, the concerned parties, should make full use of the talks," Chinese Foreign Minister Yang Jiechi said in an interview in Beijing Friday.Launched in 2003 and stalled since the end of 2008, the six-party talks involve China, Russia, the United States, Japan, the Democratic People's Republic of Korea (DPRK) and the Republic of Korea (ROK)."While the talks have yet to be resumed, we think it is the proper time for emergency consultations between the heads of the delegations of the six parties," said the foreign minister.Tensions remain high on the Korean Peninsula after the DPRK and the ROK exchanged artillery fire on Nov. 23. China proposed emergency consultations among the chief negotiators in December.Amid the international community's repeated calls for restraint and calm, the United States held separate large-scale naval drills with the ROK and Japan in waters near the peninsula."We will continue to make patient efforts to persuade the parties to engage in consultations," Yang said.He said the tensions on the peninsular will ease "only if all the parties show their sincerity and make joint efforts.""Stability on the Korean Peninsula is good for all. CHENGDU, Dec. 5 (Xinhua) -- A spreading grassland fire in a mountainous Tibetan region in southwest China proved deadly when it trapped soldiers and local residents trying to put out the blaze. By Sunday night, at least 22 have been killed and three severely burned, local officials said.The wild fire was raging through a grassland atop a plateau some six kilometers from the county government seat in Daofu County, Tibetan Autonomous Prefecture of Garze, Sichuan Province. About 500 mu (33.3 hectares) of the grassland has burned, while 200 mu (13 hectares) is still on fire, a source with local fire-fighters told Xinhua."The fire line stretches several kilometers long. As it darkens at night, most fire-fighters have retreated to the camps." Yang Hao, a senior local fire-fighting official told reporters. "However, we are still closely monitoring the situation."Prairie fire is seen in Daofu County in southwest China's Sichuan Province, Dec. 5, 2010. At least 22 people have been killed in the prairie fire.About 2,000 people have joined the fire-fighting efforts. Sichuan Governor Jiang Jufeng led a work-team to Daofu, some 580 kilometers from provincial capital Chengdu, late Sunday night. An emergency medical team is also the en route to Daofu from Chengdu.Local officials said the grassland fire broke out at noon on Sunday and was brought under control at about 3 p.m. However, gusting winds boosted the flames and trapped people fighting the fire.Of the 22 fatalities, 15 were soldiers, two were workers with the grassland administration while five others were local civilians, officials said. Three of the severely injured have been rushed to hospitals.Gusting winds ebbed anew late Sunday night, providing favorable conditions to put out the flames, fire-fighters said.
QINGDAO, Nov. 20 (Xinhua) -- Taiwan-based EVA Airways Corp. Saturday launched a weekly direct flight service linking southern Taiwan's Kaohsiung City and Qingdao City in eastern Shandong Province.The service will operate on Saturdays. It is the first direct service between the two cities.The flight will increase the number of direct flights between Qingdao and Taiwan to 20 per week, according to Qingdao Airport.Thanks to increased people-to-people exchange between Taiwan and the mainland, Qingdao Airport's passenger traffic to and from Taiwan this year reached 145,495 on Nov. 15, a 55 percent year-on-year increase.
