SAN DIEGO (KGTV) - Most school districts in San Diego County are still figuring out how to reopen classrooms in the fall. On Wednesday, the Office of Education released new guidance on how districts and charter schools can do that safely. They put out comprehensive guidance that includes recommendations to alter many aspects of everyday life for parents, students, and teachers. It includes symptom screening, altering classroom layouts to support physical distancing. They also recommend frequently cleaning common areas, wearing face coverings, and restricting visitor access. "Recommendations about not using water fountains because of the multiple touches there, or about spacing desks as far apart as practicable so that you can have distancing," said Watson, Chief of Staff with the Office of Education. On Tuesday, the San Diego Unified District approved their reopening plan. It would allow parents to decide whether or not to send their kids back to campus or continue online learning at home. The Grossmont Union High School District says they're currently conducting input sessions with focus groups. They tell ABC 10News they hope to have a plan in place for board approval by early to mid-July. The Poway Unified School District says they'll have a plan by June 25. Their superintendent released survey results with parents, showing 59% of families want students to return to campus full-time. Meanwhile, 41% say they would prefer a blended or virtual learning option to continue. The Sweetwater Union High School District is hosting a virtual town hall on June 18 where parents can give input on what changes they hope to see. For 42 districts and more than 100 charter schools in San Diego County, the next school year will look very different. "Have a way of keeping records so that if someone ends up testing positive you can do the contact tracing to be able to go back and figure out with whom they've had contact," said Watson. "We really wanted to plan for every eventually, every possibility so that schools can be prepared."The Office of Education also recommends all schools keep the option of distance learning for families who prefer it. 2630

SAN DIEGO (KGTV) -- More rolling power outages are expected across San Diego as an intense heatwave bakes the county.SDG&E warned Monday that more rotating outages are likely across the region for the next few days."We certainly understand it's a pandemic and everyone is at home right now. We're working from home and schooling from home, and we totally get that, but everything we can possibly do to conserve any ounce of energy is going to help the collective right now," said Denice Menard communications manager for SDG&E.The California Independent System Operator runs the majority of the state's grid. The non-profit says the outages are necessary due to increased demand from the scorching temperatures, but some industry experts disagree."Asleep at the wheel might be a thought that comes to mind," said Bill Powers, Principal of Powers Engineering. Powers has worked on electrical systems for decades, and he's also testified as an expert on energy matters.Powers said there was nothing unusual about the heat."Those of us that watch this on a daily basis knew that Friday was a hot day, but it wasn't an atypical hot day. There was nothing special about Friday's temperature or electrical demand in terms of what we are capable of handling," said Powers.The last time California had rolling blackouts was in 2001. Powers believes the outages have more to do with how the power is managed rather than how much is available."That's due to their whole format where they determine who has the cheapest power in this moment, and then we will let that operate.If you have some units that take awhile to come up to speed that are higher cost, the system doesn't really work that well for that," said Powers.California's governor also called the outages unacceptable and promised a swift investigation."If they start operating the grid with a little bit of practical wisdom, they're not going to be any more blackouts. SAN DIEGO (KGTV) -- Now that Moderna’s COVID-19 vaccine has received approval from the Food and Drug Administration, San Diego County is one step closer to getting more people vaccinated.Moderna says its vaccine is safe and 94% effective. It will come in two doses taken 28 days apart.This week, there are two county hospitals that are expecting shipments of Moderna's vaccine. According to hospitals officials, the first shipment will arrive at Rady Children’s Hospital on Monday. It's unclear how many doses of the vaccine the hospital will receive.UC San Diego is also scheduled to receive their Moderna COVID-19 shipment this week.Gov. Gavin Newsom announced on Twitter that California is expecting 672,000 doses of the Moderna vaccine. It’s still unclear how many of those will be given to San Diego.By the end of the week and with two vaccines available, the federal government expects there will be 7.9 million doses delivered to more than 3,700 locations across the country.The distribution of the Moderna vaccine comes as the Centers for Diease Control and Prevention releases new recommendations about who should get the vaccine next. The CDC says frontline essential workers and adults ages 75 and older should be the priority in the next round.The agency describes essential workers as firefighters, police, teachers, and school staff. Those working in food and agricultural sectors, as well as U.S. Postal Service employees, public transit workers, and grocery store workers would be in that category.San Diego County has not said if the CDC's new recommendations will have any impact on their vaccine roll out plan.Until a wide distribution is available, the governor asks people to stay at home and wear a mask. 1734

SAN DIEGO (KGTV) -- Police have identified the man suspected of stabbing a 55-year-old to death in the Midway District Thanksgiving Day. According to San Diego Police, Forrest Robert Brantley, 38, stabbed 55-year-old Robert Frank Erbe around 8 a.m. November 28 on the 3100 block of Sports Arena Boulevard. Erbe was taken to the hospital but died from his injuries.RELATED: Police identify man killed in Midway District stabbingAfter investigating the stabbing, police learned that Brantley and Erbe got into some sort of fight before Brantley is accused of stabbing Erbe in the neck. Brantley was last seen walking away from the scene. He is considered armed and dangerous and should not be approached, police say. SAN DIEGO (KGTV) -- New moms in San Diego got a surprise Sunday morning, fresh cut roses. According to Sharp Grossmont Hospital, the flowers were cut fresh from the hospital’s gardens and delivered to the 24 women who became mothers Sunday. The program, called “This Bud’s for You” is now in its 11th year. According to the hospital, the program was initiated by landscapers to cheer patients up.
