OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. ODESSA, Texas – An 8-year-old girl in Texas died after authorities say she was forced to jump on a hot trampoline as punishment for an extended period of time.Additionally, the Odessa Police Department says the child wasn’t allowed to eat breakfast or drink any water, because she wasn’t jumping.Odessa police say officers responded to the girl’s home on Aug. 29 in reference to a medical call. When police arrived, they located the child, who was later pronounced dead at the scene.A search warrant was later obtained, and the temperature of the trampoline read to be about 110 degrees and the ground was around 150 degrees.On Oct. 8, police say they received the final autopsy report for the little girl, which listed her manner of death as homicide and the cause of death as dehydration.Based on the facts and circumstances presented during the investigation, capital murder warrants were obtained for both Daniel Schwarz and Ashley Schwarz.A police spokesperson told the Odessa American that the Schwarzes were the non-biological parents of the 8-year-old.Jail records show the couple were booked into the Ector County Law Enforcement Center on Monday. Officers in Columbus, Ohio are crediting a good Samaritan for tripping a suspect who was reaching into his waistband while being chased by officers. The police department released video from the April 3 incident on Thursday. Cameras captured the man, who Columbus Police are calling "Bill," casually sticking out his leg outside of a public library as the suspect ran behind him. The suspect then went flying into the sidewalk, giving officers an opportunity to arrest the unidentified suspect. Police said that they recovered a Glock 9 MM pistol with a high capacity extended clip containing 29 rounds near the suspect. Columbus Police added that citizen likely saved the suspect's life as officers might have shot the suspect for pulling out the gun. In the video released by Columbus Police, Bill said that he could see the suspect was holding something from his waistband."I heard him hit and the gun went sliding out," Bill said. "He went one way and the gun went another.""Thank you 'Bill' for sticking your leg out for us," Columbus Police said on the department's Facebook page.Columbus Police did not say what the 18-year-old suspect was wanted for.  1217
