SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) -- SeaWorld San Diego is being allowed to reopen, but certain parts of the park will have to remain closed, a San Diego County spokesman said.A county spokesman told ABC 10News that the park is being allowed to reopen under California’s guidance for zoos.SeaWorld San Diego will be able to open its outdoor areas of the park, but indoor areas -- such as its aquariums -- and rides will not be open to guests under the specific zoo guidance.Under the zoo guidance, the park will have to post a Safe Reopening Plan like other businesses.It remains unknown when the park will officially reopen; SeaWorld San Diego officials did not immediately respond to ABC 10News’ request for comment.The park has been closed since March due to the coronavirus pandemic. The park's website states that for season passholders, tickets will be extended as long as the closure lasted.The company’s most recent earnings report revealed troubling numbers from the second quarter and first six months of 2020, including revenue down 96 percent compared to the same time last year.Parents around San Diego said the news is a welcome sign after a summer of closures. SAN DIEGO (KGTV) — San Diego Police say a man has died after an officer-involved shooting in the City Heights area on Thursday.SDPD officers responded to reports of a man with a gun in the 4200 block of Menlo Ave. at about 4 p.m., according to SDPD Lt. Matt Dobbs.Police say two women were driving in the area when they were confronted by a man with a handgun."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to a SDPD news release. SAN DIEGO (KGTV) — San Diego State University astronomers played a role in the recent discovery of a third planet within the Kepler-47 planetary system.A team of researchers, led by astronomers from SDSU, discovered a new Neptune-size planet orbiting the system's two suns between two previously discovered planets.The planet, named Kepler-47d, was discovered using a method called, "transit method," according to to university. The method measures a level of brightness to help detect masses. "If the orbital plane of the planet is aligned edge-on as seen from Earth, the planet can pass in front of the host stars, leading to a measurable decrease in the observed brightness," a release from the school describes.RELATED: Researchers share photo of a black hole — the first ever in historyPreviously, the planet's signal was too weak to detect.“We saw a hint of a third planet back in 2012, but with only one transit we needed more data to be sure,” SDSU astronomer Jerome Orosz, the paper’s lead author, said in the release. “With an additional transit, the planet’s orbital period could be determined, and we were then able to uncover more transits that were hidden in the noise in the earlier data.”Kepler-47d is about seven times the size of Earth and takes 87 days to orbit around its suns.“We certainly didn’t expect it to be the largest planet in the system. This was almost shocking,” said William Welsh, SDSU astronomer and the study’s co-author.The entire Kepler-47 system itself is interesting as well. With two suns, it's the only known multi-planet circumbinary system. The system is extremely compact and would fit inside the orbit of Earth. SAN DIEGO (KGTV) - Some San Diego fitness studios and hotels are getting creative by working together.F45 Training San Diego East Village and the Hard Rock Hotel San Diego are partnering to offer outdoor fitness classes this weekend.George Chmiel, the F45 studio owner, said that when they heard about the new public health orders to shut down more indoor spaces, they immediately looked for outdoor space.Meanwhile, the nearby Hard Rock Hotel San Diego has an 8,700 square foot rooftop terrace that's sitting empty. It's typically used for events and parties, but none are happening due to the pandemic. The hotel has allowed F45 to use the space without charge."Two industries that have been hurt by this current situation we're going through, are the hospitality and fitness industries," said Rana Kay, the director of communications at the Hard Rock Hotel San Diego. "We feel the pain at the gyms when they were recently shut down once again.""I think it's a great collaboration of businesses that have just gotten kicked in the face to find a unique way to weather the storm and potentially grow through this," Chmiel said.Chmiel says the plan is to hold one class on Saturdays and Sundays, and two classes on the weekdays.Kay says it could also benefit their guests. They hope people staying at the hotel will eventually take part in the classes as an option because fitness areas in the hotel are currently closed.Hapa Yoga & Fitness in Mission Valley says they have also turned to hotels since their indoor studio space closed.
