ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing. In the hours before his encounter with police, Prude appeared to be spiraling into crisis. He had been thrown off a train the day before for disruptive behavior and was sent to the hospital for a mental health evaluation.Prude’s death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. 1618

SACRAMENTO, Calif. (AP) — The California Senate will investigate a California utility's process for cutting off power to more than 2 million people to prevent wildfires. In a memo to the Senate Democratic Caucus on Thursday, Senate President Pro Tempore Toni Atkins asked the Senate Energy, Utilities, and Communications Committee to "begin investigating and reviewing options to address the serious deficiencies" with PG&E's current process of shutting off power to prevent wildfires.Atkins said an oversight hearing will be scheduled in the next few weeks.Last week, dry conditions and dangerous winds prompted PG&E to cut power to more than 700,000 customers to prevent its equipment from sparking wildfires.Gov. Gavin Newsom and other leaders said the outage lasted too long. Newsom has urged the utility to give rebates to affected customers and businesses. 877

Russ Johnson is used to being around all sorts of snakes. From harmless to deadly snakes with enough venom able to kill 10 men with one strike. Johnson headed up to the Phoenix Herpetological Society in north Scottsdale, a rescue for about every type of reptile. One day Johnson was transporting a cobra, pulling its container. He said he didn't know the vibrations rattled the top lose."He was right by my arm and then struck me right here," Johnson said, pointing to his back.Johnson said he knew it was the cobra. "I felt like I had a bad burn in my back."The venom is so toxic that Russ knew it would eventually shut down his respiratory system.  "I could just start to feel the burning spreading and so that mean venom is spreading," Johnson said.  He was rushed to Banner University Medical Center in Phoenix. They're used to treating rattlesnake bites but a cobra? They didn't even have the antivenom to treat him. The closest vial of medicine was more than 800 miles away, in Denver. "It was difficult," said Dr. Michelle Ruha, a toxicologist at Banner. She's also one of Johnson's doctors. She tried giving him antivenom the hospital did have, hoping it would save his life. Nothing was working."He was no longer able to open his eyes," Ruha said. "He was becoming weak. He was having trouble speaking."The only option was to fly the 10 vials of antivenom from Denver to Phoenix. Finally, eight hours after the bite, Johnson was starting to come back. "There was an angel on my shoulder," Johnson said. "Beyond Dr. Ruha, who is my personal angel, and I guarantee you that."Today, Banner University Medical Center has the cobra antivenom on-hand. It's also expanding what types it does carry. It's even getting shipments of the medicine to treat bites from the taipan, the deadliest snake in the world. No. they're not native to the Phoenix but neither is a cobra. Doctors at Banner said they don't want to be caught off guard when a life is at stake. 2052

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom is defending the state's pace for reopening amid the coronavirus pandemic. He says the economic harm the shutdown inflicted has negative health outcomes, too. Newsom's Monday comments come days after the state entered its broadest phase of reopening yet. Most counties are now cleared to allow the opening of bars, gyms, hotels, day camps, zoos and other attractions. Newsom and state health officials say the percentage of positive tests for the virus and hospitalizations are key metrics that have remained stable. Newsom says California officials are monitoring 13 counties that are seeing increased transmission rates or hospitalizations. 705
