BEIJING, July 4 (Xinhua) -- China upgraded its emergency response for flood control from level IV to level III on Saturday, according to the Ministry of Water Resources, as incessant downpours continued to wreak havoc in vast stretches of the country.

Authorities should take more effective flood control measures and do solid work in monitoring and early warning, safety hazards checking at dikes and reservoirs, emergency response and resettlement of the affected people, Xi said.

The ministers supported the synergy between the Belt and Road Initiative and the development strategies of central Asian countries and stressed their readiness to further strengthen security cooperation.

"Expanding two-way opening up on the basis of equality, reciprocity and mutual respect will help China and the EU better achieve mutual benefits and win-win results," the premier said.
