BEIJING, Oct. 5 (Xinhua) -- China's National Bureau of Statistics (NBS) under new chief Ma Jiantang is likely to reform its statistical system to ensure the authenticity and timeliness of data and help the government to better cope with the uncertainties of outside economic influences, the minutes of an NBS meeting show.     After his inauguration as the NBS director, Ma has said he felt pressure, but was confident of taking over "the baton of statistical reform and development."     "The changing world economy, especially the financial turmoil triggered by the U.S. sub-prime mortgage crisis, had increased the uncertainties of China's macro-economic development and stability and set new tasks for statisticians," said Ma.     "I would like to work with all NBS staff together to advance reforms and innovations in statistical systems, indices and methods to make sure statistical work could better serve the pursuit of scientific development to shift the target of economic expansion from quantity to quality, and building a moderately prosperous society."     According to the minute, Ma gave no details of his reform plans. But his predecessor, Xie Fuzhan, who was transferred to head the Research Office of the State Council, admitted in his leaving speech that the foundation for China's statistical work remained feeble, with a lot to be done in optimizing statistical methods and management.     "Both the status of statistical departments and the capability of statisticians needs to improve to meet their obligations and fulfill their tasks," Xie said. He took up the post two years ago after his predecessor Qiu Xiaohua fell over fund scandal.     Authorized by the State Council to examine and calculate the economic output nationwide and to collect and compile economic figures for almost all industries and sectors, the NBS offers basic statistical information and policy advice for higher authorities and government departments.     Ma, a doctor of economics who graduated from the Chinese Academy of Social Sciences, viewed authenticity and timeliness as "the lifeblood of statistics work" and "the way for statisticians to conduct themselves".     He said the essence and core of statistics was to reflect facts, analyze real situations and seek truth, according to the minute.     Ma also urged NBS staff to resist all fabrications of data, secure the quality of figures and work with professionalism.     Under the current management system, local statistical departments serve two bosses, with the NBS giving them statistical assignments but local governments in charge of their personnel and finance. The NBS was only authorized to assist governors, municipal mayors and autonomous region chiefs in managing the heads of NBS branches.     Prestige-minded local officials looking for advancement have often tested the integrity of statisticians within their jurisdiction.     To remedy the situation, China's legislature revised the implementation rules of Statistics Law in 2006, which authorized NBS investigation teams to undertake independent statistical surveys and reports in all provinces, municipalities and autonomous regions.     Under the Statistics Law, leading members of local authorities who alter statistical data without authorization, fabricate statistical data, compel or prompt statisticians to tamper with figures will be subject to administrative sanctions. Officials who retaliate against statisticians who refuse to fabricate data face criminal penalties.     After more than two decades of sizzling growth at the cost of depleted resources, increased energy consumption and environmental damage, the Chinese economy is undergoing a tough rebalancing that puts more emphasis on quality than quantity.     As global economic slowdown could dampen exports -- a major growth engine -- more than expected, the government has become increasingly careful with monetary tools like interest rates, deposit reserve ratios as well as industrial and fiscal policies so as not to plunge the expanding economy into recession.     Senior decision-makers have been demanding precise and more timely statistics for earlier warnings in the event of slowdown or other ailments.     Ma was appointed vice governor of Qinghai in December 2004 and used to work with the State Economic and Trade Commission and the Assets Supervision and Administration Commission of the State Council.

BEIJING, June 23 (Xinhua) -- President Hu Jintao on Monday hailed the country's remarkable science and technology achievements since the launch of its 1978 Reform and Opening-up Drive, but he also admitted that there is "still a large gap" with the world's most advanced.     Among developing countries, China had now taken the lead regarding the general level of science and technological development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee.     He attributed the achievements to the full support of the Party, the nation and the hard work by Chinese scientists and technicians.     Hu made the remarks at Monday's inaugural ceremony for both the 14th Congress of the Chinese Academy of Sciences and the Ninth Congress of the Chinese Academy of Engineering Science. The latter ushered in the Reform and Opening-up Drive in the country.     Hu recalled it was Deng Xiaoping who talked about major issues regarding the political status. At the meeting, the late leader proposed that science and technology were a productive force, intellectuals were part of the working class, and the key of the country's modernization drive lay with the modernization of science and technology.     He reiterated science and technology were the No.1 productive force; human resources were the No. 1 resource; and it was a must to persistently increase the capabilities in independent innovation; it was a must to adhere to the political advantage of socialism, which enabled the government to gather powers to do big things; it was a must that science and technology served economic and social development as well as the people; and it was a must to display the scientific spirit.

TIANJIN, Sept. 28 (Xinhua) -- Chinese Premier Wen Jiabao has urged Tianjin Municipality in north China to step up opening and reform of its Binhai New Area.     Wen made the remark during his inspection tour in the coastal municipality on the sidelines of the 2008 Summer Davos Forum which was held here on Saturday and Sunday. In all, it is 2,270 square km and has a population of 1.4 million.     Lying between China's capital and the Bohai Gulf, the area has been decided by the State Council, or the Cabinet, to be one of the key economic powers in the country.     Taking an intercity high-speed railway shuttle from Beijing, the Premier asked the administrators of the shuttle line to provide a safe, fast and convenient service for people living in the two cities.     After arriving at the Binhai New Area, Premier Wen inspected some industry zones near the port. He was accompanied by Tianjin's Communist Party chief Zhang Gaoli.     Wen attended an opening ceremony for an assembly factory of the Airbus A320 model in the area.     "The Binhai New Area should take the advantages of various economic policies given by the central government and constantly improve its abilities of innovation and international competition," said the premier.     During his visit to the city, Wen also went to local households to convey his greetings of the National Day, which falls on Oct. 1.     When visiting a supermarket in the old community of Tianjin, Premier Wen asked the supermarket to ensure the quality of the products on sale.     He also went to a children's hospital where many parents sent their babies to have medical examinations in lieu of the toxic milk scandal.     The premier urged doctors in the hospital to carefully examine every child and to set parent's hearts to rest.

  

BEIJING, Sept. 12 (Xinhua) -- A preliminary investigation confirmed the contaminated Sanlu baby milk powder as the cause of kidney stones in infants after a first-phase probe by experts, China's Ministry of Health said here on Friday.    An investigation team jointly organized by departments including the health, public security, agriculture ministries and quality watchdog examined the urine and kidney stones of the infant patients and found the substance melamine therein.     The investigation team, which is in Shijiazhuang, Hebei Province, where dairy producer Sanlu Group is based, is now coordinating with the local government to investigate the incident.     "Those responsible for the contaminated milk will face severe punishment," said an official with the team.     The team arrived in Hebei on Friday. After listening to the local government's report on its handling of the incident, they collected samples and documents from the Sanlu Group and the local quality testing agency. They also visited the affected babies in local hospitals and gave advice on the treatment.     Sanlu, one of China's leading dairy producers, found during an internal company investigation in August its powdered milk products were contaminated with melamine, according to the team's investigation. Parents of the babies with kidney stones tell the reporter about their kids' drinking state at a military hospital in Lanzhou, capital of northwest China's Gansu Province, Sept. 11, 2008. So far this year, Gansu Provincial Health Department has seen 59 kidney stone cases in infants, and at least one baby died as a result of kidney stones. Most of them live in rural areas of the province. There were no such cases in 2006 or 2007The statement didn't say why the company didn't release the findings until news reports exposed dozens of babies became sick with kidney stones after consuming the Sanlu brand of baby milk powder for a prolonged period.     Health experts said melamine is a chemical raw material. Ingestion can lead to stone formation in the urinary tract.     A thermosetting plastic, melamine has an appearance similar to milk powder. It is widely used in manufacturing fabric, glue, housewares and flame retardants.     "The substance gives the appearance of a high nitrogen level, which is an index to measure the protein content in food," a health expert told Xinhua. He declined to be named.     One baby in the northwest Gansu province died from the stones. At least 59 cases had been reported in Gansu and other provinces.     Sanlu had sealed off 2,176 tons of contaminated milk powder and recalled 8,210 tonnes from the market. There were still 700 tonnes in circulation. All the contaminated formula was produced before Aug. 6.     Supermarkets in some provinces had started to pull the milk powder off shelves.     The Health Ministry said on Friday it had launched a nationwide investigation into the contaminated milk formula. All local health agencies were to report cases of infants with kidney stones immediately. It also issued a treatment plan on its website (www.moh.gov.cn) to help hospitals deal with sick babies.

  

BEIJING, April 15 (Xinhua) -- Chinese Premier Wen Jiabao called for establishing a fair, open, reasonable multilateral trade system of non-discrimination in the world on Tuesday.     "We oppose protectionism in investment and trade," he said during a meeting with visiting British Finance Minister, Chancellor of the Exchequer Alistair Darling, who is attending the first China-UK economic and financial dialogue.     Wen vowed to work with Britain and other countries to push the Doha round toward a comprehensive and balanced result. He met with Vice-Premier Wang Qishan early Tuesday.
