SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737

San Diego (KGTV) -- County leaders are taking steps to provide more access to coronavirus testing to some of the local communities hit hardest by the pandemic.The new outreach program will begin with a free new testing site at the Mexican Consulate at 1549 India St. starting at 8 a.m. Monday and will run until 3:30 p.m.No appointments are needed.The County of San Diego has been trying to expand testing and outreach in the Latino community, which has been the hardest hit by the coronavirus.Of the more than 42,000 confirmed cases in the county, Latinos account for 63% of that total.County and community leaders say the Consulate’s opening as a testing location will provide an accessible, safe way for San Diego’s Mexican and Latino communities to receive COVID-19 testing.The additional testing locations coming online in the coming weeks will function on a 14-day rotation. SAN DIEGO (KGTV) — Chicano history will be celebrated in San Diego this week at one of the city's most historic parks.On April 20, the Logan Heights community will celebrate the 49th annual Chicano Park Day at the famed park underneath the Coronado Bridge. The free festival brings together community members annually for art, education, entertainment, and honoring Chicano culture and the park.This year theme will be "Danzantes, Protectors of Our Traditions and Chicano Park, 500 Years of Anti-Colonial Struggle."Performances are scheduled by a lineup of traditional and cultural dance groups and one of the largest Aztec Indigenous dance performances by Danza Azteca Calpulli Mexihca. In addition to dancing, kids art workshops, speakers, and more than 325 classic lowrider cars and bikes will be on display. Attendees can also visit various arts and crafts, and informational booths throughout the colorful park.And, of course, there's the food, which will be sprinkled throughout the park at various booths.The event comes a couple days before the official establishment of Chicano Park on April 22, 1970, by activists. The site was placed on the National Register of Historic Places in 2013 and became a National Historic Landmark in 2016.The park is known for an array of colorful murals lining the Coronado Bay Bridge's legs that make up the Chicano Park Monumental Murals. Artists illustrate Chicano history and culture through murals and sculptures throughout the park. 1487
