SAN DIEGO (KGTV) — More than two dozen Little Italy restaurants are likely to become San Diego's first to install "parklets," which will allow expanded outdoor dining each day of the week. The work is expected to start Friday. A parklet is a sealed off portion of curbside parking spaces that would instead be reserved for restaurants to set up tables and serve people outside. On Friday, at least eight Little Italy restaurants will start installing the parklets, but that number could grow to more than 25 if the city approves the permits in time. The city is currently streamlining these kinds of permits for retailers and restaurants and waving fees. The idea is to give businesses more room to make money amid new social distancing restrictions that disallow indoor dining in restaurants. "It is vital, absolutely," said Paolo Tagliani, general manager of Salunto, a bakery restaurant on India Street. "We need fresh air, too."More than 100 restaurants in San Diego have applied for parklet permits. The city approved 48 of them on the first day it began processing the applications. Restaurants in the Gaslamp and North Park have also applied. Little Italy had already instituted an Al Fresco program, which closed India Street to the public on Fridays, Saturdays and Sundays to allow outside dining. The parklets would allow outdoor dining daily. The Gaslamp Quarter Association has a similar program on Fifth Avenue from L Street to F Street. SAN DIEGO (KGTV) — Police are searching for a hit-and-run suspect who drove into a woman using a motorized chair in Central San Diego.On Dec. 9, just before 4 a.m., San Diego Police say 62-year-old Gloria Williams was riding her motorized mobility device in the left lane of the 100 block of Euclid Avenue, heading northbound. It's not clear why Williams was traveling in the roadway in the Lincoln Park area.The driver of a dark-colored SUV collided into the back of Williams and continued to drive northbound, according to police. Williams died at the scene.Police said they were able to retrieve some details of the suspect's vehicle using optical sensors from nearby Smart Street Lights. The street lights also captured the suspect stopping at a nearby gas station.Gas station surveillance footage showed the suspect, a black man wearing a Pittsburgh Steelers hooded sweatshirt and checkered pants, enter the gas station using a cane.Police are now asking the public for help to identify the suspect. SAN DIEGO (KGTV) - Officials with the California Department of Corrections and Rehabilitation say Donovan State Prison officials confiscated a cell phone Tuesday from an inmate who was allegedly using the phone to harass and threaten a woman in New York.According to Christina Neal, 37-year-old Brandon Baker, a prisoner serving 75 years to life at Donovan in South San Diego County, contacted her nearly two weeks ago.“I started getting messages from someone named Brandon Baker, but I had never heard of him before,” Neal said. Neal says Baker found her on Facebook through mutual friends and family members and then began sending her inappropriate messages through Facebook messenger.“He put ‘ma, what’s up, you looking really good. I’d like to get to know you,’” Neal said. “and he was like, ‘you're really sexy.’ And I didn't respond. So then a couple of days later, I got another message from him, and he's talking about my daughter.” “So I was just like ‘I don't know who you are. I don't know how you got pictures of me and my daughter, but please leave me alone, I'm married, and I don't want to have anything to do with you,’” Neal added.Neal says the tone of the messages escalated and Baker told her he would be getting out next month.“He said he was gonna come to my house and said he was gonna rape me,” she said. “I’m very nervous, just because hearing what (he) did, (he) doesn’t seem like (he’s) that nice of a person.”CDCR says they are investigating the case, and Baker could face more punishment depending on what they find on the phone they seized.They released the following statement:“Contraband cellphones are often used to in criminal and illicit activities, conduct drug trafficking, enable gang communication, and harass and intimidate victims and witnesses. SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution.
