A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. It is the most ambitious changes to law enforcement sought by Congress in years.Rep. Karen Bass, D-Calif., chairwoman of the Congressional Black Caucus, which is leading the effort, said called it “transformative.”“We’re in a real moment in our country,” she said Sunday on CNN, speaking after days of massive protests set off by the death of George Floyd and other African Americans involving the police.Bass said the package from House and Senate Democrats will be bolder than any law enforcement changes of the past decade. “It is time for police culture in many departments to change,” she said. “And we believe that the legislation will make a major step forward in that direction.”The package confronts several aspects of law enforcement accountability and practices that have come under criticism, especially as more and more police violence is captured on cell phone video and shared widely across the nation, and the world.The draft document said the proposed legislation would revise the federal criminal police misconduct statute to make it easier to prosecute officers who are involved in misconduct “knowingly or with reckless disregard.”The package would also change “qualified immunity” protections for police “to enable individuals to recover damages when law enforcement officers violate their constitutional rights,” it says.The legislation seeks to provide greater oversight and transparency of police behavior in several ways. For one, it would grant subpoena power to the Justice Department to conduct “pattern and practice” investigations of potential misconduct and help states conduct independent investigations.And it would create a “National Police Misconduct Registry,” a database to try to prevent officers from transferring from one department to another with past misconduct undetected, the draft said.A long-sought federal anti-lynching bill stalled in Congress is included in the package.However, the package stops short calls by leading activists to “defund the police,” a push to dismantle or reduce financial resources to police departments that has struck new intensity in the weeks of protests since Floyd’s death.House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., a co-author with Bass and the Democratic senators, will convene a hearing on the legislation this week.It is unclear if law enforcement and the powerful police unions will back any of the proposed changes or if congressional Republicans will join the effort.At least one Republican, Sen. Mike Lee of Utah, who has long pushed for a criminal justice overhaul, has said he’d like to review the package coming from Democrats.And Sen. Lindsey Graham, R-S.C., the chairman of the Senate Judiciary Committee, has said his panel intends to hold a hearing to review use of force issues and police practices.The presumed Democratic presidential nominee, Joe Biden, has backed a ban on chokeholds and other elements of the package.“I can’t breathe” has become a rallying cry by protesters. Floyd pleaded with police that he couldn’t breathe, echoing the same phrase Eric Garner said while in police custody in 2014 before his death.Sen. Cory Booker, a Democratic rival who had been critical of Biden during the presidential primary campaign, said he “fully” put his faith in Biden now “to be the person who could preside over this transformative change.”“This is a referendum on who we are as Americans and who we’re going to be to each other,” Booker said on NBC.Booker and fellow one-time presidential hopeful, Sen. A new species of prehistoric reptile has apparently been discovered within the depths of the Petrified Forest National Park in northeastern Arizona.Named Skybalonyx skapter, the fossilized remains are believed to be a new species of drepanosaur, a reported 220-million-year-old burrowing reptile that potentially looked like a combination of an anteater and chameleon, the Petrified Forest National Park said Tuesday in a news release.Skybalonyx skapter, though, may have looked even more peculiar, the release said.Drepanosaurs have been noted to have interesting features, such as "enlarged second claws, bird-like beaks, and tails ending with a claw," the release said.The discovery was made by research teams from Petrified Forest National Park, Virginia Tech, University of Washington, Arizona State University, Idaho State University, and the Virginia Museum of Natural History, according to the release.Their findings were reportedly published on Oct. 8 in the Journal of Vertebrate Paleontology. The study compared the claws of drepanosaurs to Skybalonyx skapter to modern animals, and reportedly found that Skybaonyx skapter's claws were similar to moles, echidnas, and mole-rats.Adam Marsh, the lead paleontologist at the Petrified Forest, said in an email that the bones were discovered during the summers of 2018 and 2019 as part of a paleontological dig.Due to their small size, the remains were reportedly difficult to find using traditional methods. Essentially, research teams used a series of metal screens and water to sift and break down rocks to find the fossils.He said the bones were found in the eastern expansion of the forest that was acquired in 2011. He said more than 3,000 fossils have been discovered there in the last two years.As for the drepanosaurs project, he said "we are just starting this project, and we will be continuing to collect fossils from this and other sites."This story was originally published by Josh Frigerio at KNXV. 1977

  

A Nevada Sheriff has taken to Facebook to apologize after leaving her gun in the bathroom of a casino.Nye County Sheriff Sharon Wehrly left her Glock .45 in a restroom toilet stall last week at Saddle West, a hotel, casino and RV Park in Pahrump.Casino General Manager Gregg Schatzman confirmed there was a weapon recovered last week in the bathroom by a porter who was cleaning. He said the porter turned it over to security, who then turned it over to him where it was locked up until the sheriff reclaimed it.Wehrly believes the incident happened last Tuesday or Wednesday but could not confirm which day she left her gun behind. She said she was only separated from her gun for about 10 minutes. She realized it was missing and went back to the restaurant where she'd been having lunch. She says she never left the building."It's a big responsibility to have a firearm and an even bigger responsibility to make sure it's kept in a safe environment all the time. However, people are human and mistakes happen," Wehrly said. "A gun is a tool, and we should always keep track of our tools. I was remiss in this case because I was on the phone dealing with an emergency. I was blessed that someone responsible found it."Schatzman added that there's always a concern when a weapon is left in a restroom. He said leaving a gun, especially a duty weapon, is very, very serious."There was a hole and fortunately we picked it up and so we're in good shape," Schatzman said.He emphasized his high regard for the Nye County Sheriff's Office and their quick response time whenever the casino needs them.Wehrly admitted that this is not the first time she's left her gun behind, though the others, she says, were in the distant past.She recalled a 1984 incident where she left her gun at the U.S. Department of Energy headquarters in Mercury and ended up working an entire shift without it. She also recalled an incident in the 1990s but said the gun wasn't left in a public facility. Schatzman said a California Highway Patrol officer left his gun and badge in the casino restaurant last year. 2183

  

A potentially catastrophic Category 4 Hurricane Michael has made landfall as the strongest hurricane to hit the Florida Panhandle in recorded history, with its winds and storm surge wreaking havoc along the shore.Michael's extremely dangerous center crossed near Florida's Mexico Beach on Wednesday afternoon with sustained winds of 155 mph, the National Hurricane Center said.Photos: Hurricane Michael to slam US coastEarlier, Gov.
