BEIJING, Dec. 27 (Xinhua) -- "Our confidence to face the global financial crisis should rely on science, knowledge and talented people," Chinese Premier Wen Jiabao said Saturday.     He made the remark during a visit to Beijing-based Zhongguancun Science Park, known as China's Silicon Valley.     "I'm here to consult you on how to let science and technology play a good role for us to not only handle the current difficulties but lay a foundation for long-run development," said the premier. They gave greater importance to the power of knowledge, science and technology which have far-reaching effects, Wen said.     "In front of the crisis, everybody should stand up and be brave to take his responsibility," Wen emphasized.     He urged scientists to help domestic enterprises resolve difficulties, improve management, develop new products and create new technology.     The science park is celebrating the 20th anniversary of its founding this year.

BERLIN, Jan. 28 (Xinhua) -- Chinese Premier Wen Jiabao arrived in the German capital Berlin late Wednesday for an official visit to the country.     The premier is scheduled to meet with German Chancellor Angela Merkel and Vice Chancellor Frank-Walter Steinmeier on Thursday to discuss bilateral relations and further cooperation between the two nations amid the global financial downturn.     Upon his arrival, Wen said in a statement that currently Sino-German relations are faced with a sound opportunity of development.     The two nations have maintained frequent high-level contacts, and economic and trade cooperation has been expanding steadily, Wen said.     Both sides also witnessed fruitful dialogues on such fields as science and technology, education, culture, and youth exchanges, he noted.     Bilateral consultation and coordination on international affairs have also been strengthened, he added.     The premier expected his meeting with Merkel would further enhance mutual trust and broaden consensus between the two nations.     Wen also expressed the belief that his visit will further push forward the Sino-German partnership, which bears a global responsibility.     Meanwhile, the premier, on behalf of the Chinese people, extended Chinese lunar new year greetings and good wishes to the German people.     During his two-day visit to Germany, Wen will also attend a forum on Sino-German economic and technical cooperation and deliver a speech.     Germany is the second leg of Wen's European tour after Switzerland, where he attended the annual meeting of the World Economic Forum (WEF). The trip will also take him to the European Union headquarters, Spain and Britain.

KUWAIT CITY, Dec. 28 (Xinhua) -- China vowed here on Sunday to further its pragmatic cooperation with Kuwait in the various fields in a bid to step up the bilateral relations to a higher level.     In his meeting with Emir of Kuwait Sheikh Sabah al-Ahmad al-Jaber al-Sabah, visiting Chinese Vice Premier Li Keqiang called on the two sides to promote high-level exchange based on equality and mutual benefit, political mutual trust as well as cooperation on trade.     China highly values its ties with Kuwait and the two nations have offered mutual understanding and support on issues with the irrespective key concern, Li said.     Li also said that China is ready to strengthen cooperation with the Gulf Cooperation Council (GCC) which plays a very important role in the Gulf region.     The dialogue mechanism with GCC would launch next year and the negotiation on a free trade area has entered into a critical phase, Li said, expressing his belief that Kuwait would continue to play a significant role to boost China-GCC relationship. BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). A ship of China Ocean Shipping Group Company (COSCO) sails in the Gulf of Aden under the escort of a Chinese naval fleet (not seen in the picture) Jan. 6, 2009. The Chinese naval fleet arrived Tuesday in the waters of the Gulf of Aden off Somalia to carry out the first escort mission against pirates. Four Chinese ships, including one from China's Hong Kong Special Administrative Region, were escorted by the fleet.     A governmental spokesman said on Tuesday that the naval task force will protect a total of 15 Chinese merchant ships between Tuesday and Saturday.     Consisting of two destroyers and one supply ship, the naval fleet arrived in waters off Somali coast on Tuesday after a voyage of more than 4,400 nautical miles. It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

  

Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), holds the First plenary session of the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 22, 2008.     BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens.     The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday.     The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number.     The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said.     Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions.     According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.
