A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. A new study from Canada's Ottawa Hospital Research Institute found that marijuana use during pregnancy makes it 1.5 times more likely the child will develop autism.The findings will be published in journal Nature on Monday.The study followed 500,000 women and children between 2007 and 2012.In 2,200 cases, mothers said they used marijuana while pregnant, and never did other drugs, tobacco, or alcohol.The study found "an association between maternal cannabis use in pregnancy and the incidence of autism spectrum disorder in the offspring.""The incidence of autism spectrum disorder diagnosis was 4.00 per 1,000 person-years among children with exposure compared to 2.42 among unexposed children, and the fully adjusted hazard ratio was 1.51," the study showed. 771
A police official confirmed that 15 adults were shot outside a funeral home on the South Side of Chicago Tuesday evening.The incident took place around 7 p.m. ET. Chicago Police First Deputy Eric Carter said that there was an officer outside the funeral home at the time the incident took place. Carter said that the incident began when a person in a black car began shooting at funeral attendees who were standing along a street. Funeral attendees reportedly began shooting back at the car. A police report provided by the Chicago Police indicated that the vehicle then came to a rest and those in the vehicle fled.One person of interest is being questioned, Carter confirmed. WLS-TV in Chicago reports that 10 women and five men were injured in the shooting. Six of the victims were listed as being in serious condition at local hospitals, the other nine were in good condition.The age range of the victims spanned between 21 and 65. 943
A Minnesota school security guard admitted to authorities on Wednesday that he lied about an active shooting after he accidently shot himself, St. Paul, Minnesota police said in a statement The department reported that Brent Patrick Ahlers, 25, was arrested for filing a false police report. St. Paul Police said that Ahlers told investigators that he was handling his gun when it accidently discharged, sending a bullet through his shoulder. He originally claimed that while working a guard shift at St. Catherine University that he was shot in the woods by a suspect. St. Paul Police said that the incident tied down vast resources, including 55 officers, four canines and a Minnesota State Patrol aircraft. “Last night I was talking to you about an incident that shocked the community,” Sgt. Mike Ernster told the Star-Tribune in a news conference. “It had basically 1,800 students held captive in their dorm rooms at St. Catherine’s, it had residents of the Mac-Groveland and Highland Park communities fearing they would be hurt in their homes.” 1107
