BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.

BEIJING, Sept. 6 (Xinhua) -- The Chinese government announced Monday that it would provide an additional 200 million yuan (29.4 million U.S. dollars) of humanitarian aid to flood-hit Pakistan for disaster relief and reconstruction.The Chinese government had previously given 120 million yuan in humanitarian relief to its neighbor, the Ministry of Commerce said in a statement on its website.Foreign Ministry spokeswoman Jiang Yu confirmed the 200-million-yuan aid on Monday evening."Chinese government has decided to provide 200 million yuan of humanitarian aid to support Pakistan," she said in a statement.As Pakistan's "close neighbor and all-weather friend," China would continue to support Pakistan's disaster relief and reconstruction efforts, said Jiang.Pakistan is still facing severe challenges in relief and reconstruction, and needs additional aid from the international community, she said.

TIANJIN, Oct. 23 (Xinhua) -- China has become Volvo's third largest market, with more of its car models to go on sale in the world's largest auto market this year, Chief Executive Office (CEO) of Volvo Cars China said in Tianjin.Dr. Alexander Klose, CEO of Volvo Cars China, told Xinhua at the Ninth Tianjin International Automobile Trade Show, being held from Friday to Wednesday.Klose said Volvo Cars had entered a new era of fast development, adding that its sales in China roared in 2010.As of the end of September, Volvo's global sales volume was up 12.5 percent year on year, compared with 52 percent year-on-year rise in China, he said.Volvo also aggressively expanded its dealer network to 98 outlets in 81 Chinese cities this year.Two new Volvo sales centers opened in Beijing within merely one week in early October, about two months after east China's Zhejiang Geely Holding Group Co. acquired the Swedish brand from the U.S. auto giant Ford for 1.5 billion U.S. dollars in early August.Dr. Klose said he was confident of seeing tremendous growth in China's auto market in the next five years."As the Chinese government has increased the tax rate for large displacement cars already, we now have a lot of cars below three liters, and I think we'll stick to that strategy, as you can see now the XC60 which was introduced today is just two liters," he said."As the technology advances, we'll probably even see 1.6 liter engines or 1.5 liter engines in the future," he added.Volvo Cars is not the only automaker hoping to take advantage of China's rapidly growing auto market.Bentley, the famous British luxury carmaker, will open a new sales center in China at Tianjin next Thursday, which is the 11th one in China, according to a press release by Shanghai-based Zenith Integrated Communications Corp. TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.
