SAN DIEGO (KGTV) -- A 2015 trip Duncan Hunter and his family reportedly took to Italy was a personal vacation unrelated to his work as a member of Congress, according to new court documents. The documents state that Hunter proposed and then canceled a visit to a base in or around Naples, Italy “in conjunction with the hunter family vacation.”According to the documents, “Hunter’s primary motive in attempting to schedule the November 2015 visit to a base was to generate a pretextual purpose so that he could misrepresent his personal use of campaign funds for the family vacation.” RELATED: Federal judge denies Rep. SAN DIEGO (KGTV) - With the fall school year quickly approaching, there are concerns some students will be left behind.Schools across the state worked to close the technology gap over the summer. However, the California Department of Education says more than 700,000 students still lack computing devices, and another 300,000 lack hotspots to connect to the internet.Even if all students have the right tools, will they participate?"For some people, they may find it challenging," said parent Frank Powell. "In my situation, I find it impossible."Powell is a father of three. His oldest child is 11 and has special needs. Powell said they haven't logged into a learning program at all this summer."It's good for some. For others, it's impossible, and for others, it's going to be extremely challenging," he said.Back in March, the headlines about distance learning were daunting.A Los Angeles Times article on March 30 stated, "About 15,000 Los Angeles high school students are absent online and have failed to do any schoolwork while more than 40,000 have not been in daily contact with their teachers since March 16, when the coronavirus forced campus shutdowns."A spokesperson for the Los Angeles Unified School District said the district did not take classroom attendance when schools initially closed. Instead, it made every effort to provide students with technology and get them connected to online instruction. Los Angeles Unified invested 0 million to provide devices and technology for students.A graphic provided by the district showed a dramatic increase in the number of students who are now connected.At the state's second-largest school district, a San Diego Unified spokesperson said at the end of May nearly 98 percent of students had logged in since they began measuring this at the start of April. The district said that the number is accumulative."The participation of 97.8% of our 101,000 transitional kindergarten to 12th-grade students is extremely encouraging, but it is not 100 percent. It is, however, above our average rate of attendance on any given day of the school year of approximately 96%. For comparison, our rate of chronically absent students for the last school year was 12.4%. Of the 2,204 students who have not logged in, the majority are in very young grade levels. Some 51% are in Transitional Kindergarten or kindergarten. For a point of comparison, in a typical school year, kindergarten students account for 12% of all absences," the SDUSD spokesperson said.At the Poway Unified School District, elementary, middle, and high school participation ranged between 98 and 99 percent, district officials said.The district noted, "The data indicates the percent of students that connected or participated at some level in distance learning. Participation did vary, day-to-day, however, we conducted a significant amount of outreach to students and families. PUSD teachers, counselors and site administrators all worked to contact students via email, phone calls, and home visits. SAN DIEGO (KGTV) - A college student from San Diego is in custody Monday, accused of threatening to open fire on a school campus. Last week, a person posted a screenshot of what investigators believe is a text conversation with Trevor Faison in which he sent a message threatening to “shoot up the school.” Exactly which school he was referring to was initially unclear. According to Chief Joseph Ramos at the San Diego Community College District, Faison had been a student at Mesa College last semester but was no longer enrolled. Ramos said Faison is currently attending Saddleback College in Orange County. According to Gerry Braun, a spokesperson for the San Diego City Attorney's Office, police eventually "determined the criminal threat was made against an individual at La Jolla High School."RELATED: Team 10: The City Attorney's office effort to obtain gun violence restraining ordersBraun added, "there is another pending case in Orange County with similar circumstances." Chief Ramos said there was no immediate threat to Mesa College adding, however, “whether it’s serious or not, the fact that he mentioned an attack is serious to us.”The San Diego Police Department filed a gun violence restraining order Dec. 11. SAN DIEGO (KGTV) - A 98-year-old woman is being evicted from her Ocean Beach home after living there for nearly three decades. Betty Morse moved into her tiny Ocean Beach cottage back in the late 1980’s. After her husband died, she needed a place she could afford. “I was by myself, but I managed,” Morse said. “I could walk to work.” Morse said the rent was about 0 when she moved in. “It was a beautiful place to live because you could walk to the beach and watch the sunset,” she said. This little place by the beach that fits her so well was supposed to be her last stop. "See, I figured I'd lived a wonderful life in Ocean Beach, and I want to live and die here, you know, because I feel so comfortable here,” Morse said. “It's my little house, and it's all I know.” Morse said this year she was asked to sign a new rental agreement. Her family had some disagreements with a couple of changes made by the landlord: one was a no-smoking addendum. Morse told 10News after decades of being a smoker at 98-years-old, she quit so she could stay in the home. Despite her efforts, she said after the attorneys went back and forth a few times, she received a 90-day-notice in July terminating her tenancy. Morse doesn't know what to do if she’s forced to leave. “I don’t know who will rent to me because in two months I’ll be 99 and they are not going to be happy to rent an apartment,” she said. During her 30 years at the property, Morse said she never had a problem with the rental. A fixture in the neighborhood, she knows San Diego Mayor Kevin Faulconer and his mother. "She said, 'Kevin, I want a picture of Betty with you' and he said 'OK mom,'” she said. “He came over to the step and she said, 'She's very unsteady on her feet, Kevin, don't let her fall.'" Morse said her rent was always paid on time, a trait she picked up from the one man she ever loved. "Before he died, when he was in the ICU, he had a tube, but he wrote, don't forget to pay the rent.” A model tenant, Morse is using Section 8 housing assistance to help cover her rent. According to the termination notice she showed to 10News, the owner is electing to opt out of the Section 8 program and not renew the lease. It states the owner will be conducting substantial renovations to the unit and following the renovations the owner desires to rent the unit at a higher rental value, being that of the market rate value. The notice states the owner will be opting out of Section 8 entirely."They clearly state on their 90-day notice that their just cause is they don't want to comply with Section 8,” said Pamela Macias with San Diego County Evictions. Macias is working with Morse and her family to try and keep her in the home. "She's willing to pay market rent and just for no reason at all they want her out,” Macias said. Morse does have children, and instead of being out on the street she could move in with one of them. However, nearing the century mark she worries about being a burden.“I don't want to be in a nursing home either,” she said. “I still want to be independent.” The 90-day-notice has expired and Morse is still living in the property. The property owner filed an unlawful detainer, which is basically an eviction lawsuit. Team 10 contacted the owners of the property; they declined to comment due to pending litigation. Housing Assistance in San Diego The San Diego Housing Commission (SDHC) states that more than 6,000 landlords are participating in the rental assistance program. Most landlords don’t usually stop participating in the program, but it does happen, according to the commission. They say the Section 8 Housing Choice Voucher Rental Assistance program includes options to meet the needs of both landlords and tenants. Landlords can increase rents for rental-assistance tenants as they would for market-rate tenants as long as 60 days’ notice is provided to the rental assistance tenants and the new rent is determined to be reasonable.According to SDHC, to evaluate the reasonableness of the rent it compares the requested rent to the rents on other units on the premises with tenants who do not receive rental assistance. Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019 a new amendment to San Diego’s source of income ordinance will prevent landlords from declining a tenant based only on the household receiving rental assistance. “It opens large opportunities for our clients to receive assistance and utilize their voucher in the City of San Diego,” said Carrie Leverett, director of the SDHC rental assistance department. “It allows our clients to maintain affordable housing and find affordable housing.
