SAN DIEGO (CNS) - California State Treasurer John Chiang will visit San Diego Tuesday as part of a five-city tour to announce the launch of CalSavers, the state's new retirement savings program.CalSavers will serve as a state-run retirement plan for private-sector workers at companies with five employees or more. State officials boast that accounts provided by the program are portable and paid for by payroll contributions. Gov. Jerry Brown authorized the program's implementation in 2016 and enrollment will open next July.Program guidelines require qualifying employers to enroll their employees in the program within the next five years, but employees themselves can opt out. State officials estimate CalSavers will help roughly 7.5 million California residents save for retirement."CalSavers' goal is to escape a vicious, societal circle, where each successive generation of Americans is on track to retire poorer than the last," Chiang wrote in a March opinion piece in the Orange County Register. "If we continue this trend by doing nothing, the strain on taxpayer funded health and human services likely would undermine the long-term financial stability of our state."The Howard Jarvis Taxpayers Association filed suit against the state in May over the program, arguing it violates federal law to establish a state- run retirement savings program. The case remains pending, but Chiang expressed confidence earlier this month to the Fresno Bee that it lacks teeth.Chiang will be joined by State Assemblywoman Lorena Gonzalez Fletcher, D-San Diego, and AARP California Executive Council Joe Garbanzos at the launch event, which begins at 2:15 p.m. at the State Office Building at 1350 Front St. Chiang also plans to visit Los Angeles, Fresno, Sacramento and San Francisco. 1788

SAN DIEGO (CNS) - Cleveland National Forest officials Saturday announced elevated fire restrictions until Jan. 1, 2021, and ordered the closure of Three Sisters & Cedar Creek Fall Trails after a heat advisory was issued by the National Weather Service.The trails will be closed until Sunday, officials said."These restrictions are put into effect to provide for emergency resource protection and public safety during hazardous fire conditions," a forest official said.The new restrictions include:No smoking, except within an enclosed vehicle or building, or within a developed recreation sites; No welding or operating an acetylene or other torch with an open flame;No target shooting, discharging a firearm, air rifle, or gas gun;No building, maintaining, attending, or using a fire, campfire, or charcoal fire except within a developed recreation sites;No wood or charcoal fires are allowed except in identified developed campgrounds and developed picnic areas within designated fire rings.The Cleveland National Forest encompasses 460,000 acres and is the southernmost U.S. National Forest in California. SAN DIEGO (CNS) - Authorities reached out to the public Thursday for help in identifying a motorist involved in a hit-and-run that killed a pedestrian last week in a Chollas Creek-area neighborhood.The 48-year-old victim was standing next to a parked vehicle along the west curb line of the 5300 block of Chollas Parkway shortly before 1 a.m. Friday when a dark-colored car traveling to the south at high speed on the wrong side of the street hit him, according to San Diego police.Following the fatal impact, the motorist stopped momentarily, then drove off, Officer Robert Heims said.The victim, whose name has been withheld pending family notification, died at the scene.Surveillance cameras captured images of the vehicle -- a four-door sedan, possibly a Lexus or Toyota with a lowered suspension. SAN DIEGO (CNS) - An SUV struck and killed a 63-year-old woman as she was crossing a street in the Talmadge area, police said Tuesday.It happened around 5 p.m. Monday in the 4600 block of El Cajon Boulevard, between 46th and 47th streets, San Diego police Officer John Buttle said.A 79-year-old man was driving a 2008 Lexus SUV westbound on El Cajon Boulevard near Menlo Avenue when he struck the pedestrian as she was attempting to cross El Cajon Boulevard southbound outside a crosswalk, Buttle said.The woman was trapped under the SUV before crews freed her and took her to a hospital, where she was pronounced dead, the officer said. The victim's name was withheld pending family notification.The SUV driver remained at the scene and intoxication was not believed to have been a factor in the crash, Buttle said. 824

  

SAN DIEGO (CNS) -- A prominent local civil rights leader called on the San Diego County Sheriff's Department Monday to fire a deputy who allegedly shared a "lewd and racist and vile" altered photograph of George Floyd taken from the viral video of the Minnesota man's death in police custody.The doctored image showed a nude male "porn star" kneeling on Floyd in place of Minneapolis police Officer Derek Chauvin, who kept his knee on Floyd's neck for nearly nine minutes as the detainee repeatedly protested that he could not breathe, according to NAACP San Diego Branch President Francine Maxwell. Floyd died on Memorial Day.The words "quit resisting" also were added to the picture, Maxwell asserted in a prepared statement.RELATED: Sheriff's employee removed after reportedly sharing vulgar image"The image was lewd and racist and vile and should disturb anyone with a shred of human decency," Maxwell said. "It is simply unacceptable (behavior for) a law enforcement officer."The deputy, whose name has not been confirmed by the Sheriff's Department, allegedly shared the photo via email, according to Maxwell. On June 18, he was suspended pending the completion of an internal investigation into the matter, said Lt. Ricardo Lopez, media relations director for the regional law enforcement agency."We were so disgusted that an employee may have shared such a vulgar image that within minutes we began to take action," Lopez stated. "Hours after being made aware of this incident, the employee was removed from his official duties and had his peace officer authority removed."In calling for the deputy's ouster, Maxwell also cited his shootings of suspects in 2005 and 2006, describing them as excessive and unjustifiable uses of lethal force. She said the lawman "must go" because "this is far from the first time he has shown himself to be an overtly racist and deplorable human being" and because "this (doctored-photo) incident shows he has clearly not changed his evil, racist and hate-filled ways and (that) he is a danger to all residents of the county."The sheriff's spokesman said the department's leaders "understand the public concern" over the episode and "want to bring the matter to a just conclusion as soon as possible."
